∎ JOB PURPOSE:
∎ The purpose of this position is to coordinate, develop and fine-tune the climate risk insurance, seasonal livelihood programming interventions for implementation under Resilience Innovation and to assist in achieving relevant outcome indicators of strategic objective 3.

Job Responsibilities:
∎ Within the framework of WFP's Resilience Innovation and under the overall guidance of the Deputy Country Director for Strategy and Programme, and direct supervision of the Resilience Innovation Manager the incumbent will provide technical guidance and support in designing and implementation of the climate risk insurance and seasonal livelihood programming under Strategic Outcome 3 (SO-3) of the Bangladesh Country Strategic Plan 2021-2026. More specifically the incumbent will:
∎ Provide technical support and guidance to conduct country context analysis, need assessment, market assessment, weather, and hydrological data analysis.
∎ Organize the design and implementation of climate risk insurance and seasonal livelihood interventions
∎ Identify potential stakeholders and establish collaboration with the government institutions such as Ministry of Finance, Ministry of Agriculture, Ministry Disaster Management and Relief, Insurance Development and Regulatory Authority.
∎ Establish partnership with the insurer, reinsurer, and the civil society organizations to design and implement of climate risk insurance Programme.
∎ Act as focal of the interventions and coordinate with relevant stakeholders to receive adequate support and cooperation in planning and implementation of the intervention
∎ Identify potential data service providers such as Flood Forecast and Warning Center (FFWC), Bangladesh Metrological Department (BMD), and Actuary for designing product, tools, methods for the climate risk insurance interventions.
∎ Organize national level consultation and dialogue with relevant government ministries and departments on climate risk insurance and buy-in their support for the climate risk insurance implementation.
∎ Review current situation with special focus on countries existing micro-insurance mechanisms, governments policy frameworks, and current practice of flood or weather index-based insurance.
∎ Support to conduct research and studies on different and policy issues and share with the policy makers and wider audience
∎ Help the development of national capacities for index insurance design; help with testing and the scaling up of alternative insurance distribution channels
∎ Support insurance companies to put in place a standardized and comprehensive process to deal with basis risk
∎ Assist the capacity-building process regarding index design and support the design of a sustainable business model.
∎ Assess seasonality and its impact on livelihoods of vulnerable community by applying relevant WFP 3PA (three-Pronged Approach) tools; provide technical support to plan and implement Seasonal Livelihood Programming, linking with micro insurance interventions.
∎ Support to the capacity enhancement of the Resilience Innovation team, WFP Sub-office, and Cooperating Partner's staff on climate risk insurance, and seasonal livelihood programming interventions.
∎ Support to develop resilience food systems in the climate hot spot areas in Bangladesh.
∎ Contribute prepare project budgets, donor reports, quarterly reports, case studies, blogs, and publications.
∎ Maintain professional relationships with the cooperating partners, technical partners, and other stakeholders.
∎ Support to develop training materials, guidelines, Standard Operating Procedures, and other technical documents.

Additional Requirements:
∎ Minimum 7 years of experience in the humanitarian and/or development sector and at least 4 years of professional experience in activities and/or projects that involved micro-insurance intervention as risk transfer, resilience building and/or livelihood promotional interventions.
∎ A minimum work experience in the climate risk insurance space, inclusive or climate risk insurance, meso or macro-insurance or disaster risk financing sector.
∎ Specific knowledge of agricultural and climate insurance initiatives at both micro- and macro-level.
∎ Experience of microfinance and savings systems would be an advantage.
∎ Proven expertise in information collection and documentation, including using participatory methods of data collection.
∎ Language: Good command over spoken and written English
