The purpose of this role is to ensure the seamless daily operation of the Village Level Training Center (VLTC), serving as the frontline leader responsible for transforming NEET youth into skilled professionals. By maintaining high training standards, fostering community trust, and ensuring strict compliance with Department of Youth Development (DYD) and World Bank guidelines, the Centre in Charge plays a pivotal role in achieving the project’s mission of economic resilience and youth empowerment.
Major Responsibilities:
Provide overall administrative and operational leadership of the VLTC, ensuring a safe and effective learning environment.
Ensure compliance with safety and safeguarding standards set by DYD and World Bank guidelines.
Monitor daily attendance of trainees and trainers, ensuring adherence to training schedules.
Coordinate with the Upazila Manager to ensure availability and maintenance of training resources.
Oversee delivery of competency-based training as per approved curriculum and standards.
Monitor trainer performance and maintain instructional quality.
Conduct regular trainee assessments to track progress and certification readiness.
Provide counseling and support to reduce dropout, especially among female and marginalized trainees.
Support selection of eligible NEET youth in coordination with local stakeholders.
Maintain communication with parents and community to build trust and engagement.
Support job placement through employer networking and career guidance.
Prepare regular operational reports on enrollment, attendance, and issues.
Maintain inventory of assets and ensure proper usage
Ensure financial compliance with proper documentation.
Oversee accurate and timely MIS data entry at the center level.
Safeguarding Responsibilities:
Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
