Job Context:
∎ The Danish Refugee Council (DRC), one of the world`s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox`s Bazar, and a support/liaison office in Dhaka.
∎ POSITION PROFILE
∎ The Sector Co-Coordinator will support and strengthen the coordination and performance of the Site Management and Site Development Sector (SMSD) for the Rohingya refugee response in Cox`s Bazar, Bangladesh. The SMSD Sector is responsible for coordination of site management and site development activities (SMSD), in support of the Government of Bangladesh, site planning, site development, including the response to COVID 19, emergency preparedness/Disaster Risk Reduction by SMS agencies, and information management.
∎ The Sector system in Cox`s Bazar mirrors that of the Cluster system and therefore, the role is expected to function in accordance with IASC guidelines on cluster leadership and accountability - to: a) strengthen effective management of the Sector; b) improve the representation of NGOs and other key stakeholders, including civil society organizations; and, c) reinforce the accountability of the humanitarian response towards the Sector`s people of concern.
∎ The Co-Coordinator will work with the designated Coordinator from the lead agency (IOM) to support the management of the Sector, to ensure that the Sector, as well as the broader humanitarian effort, are responsive to the needs of the conflict- and displacement-affected population.
∎ The Co-Coordinator will work closely with the Coordinator and with the Strategic Advisory Group of the Sector to develop and maintain the strategy, coordinate partners (UN, NGO, government, civil society) and ensure the Sector`s interests are represented towards coordinating bodies, with an overall goal to ensure that the coordination effort translates into concrete improvements to the lives of the Sector`s beneficiaries. The Co-Coordinator will support the Sector partners to respond more effectively to the needs of the affected population than would be feasible individually, by working in a coordinated manner and in accordance with the Principles of Partnership.
∎ The Co-Coordinator reports directly to the DRC Country Director but has an over-riding duty to all partners within the sector to act as a representative of the Sector as a whole rather than solely as a representative of his/her particular agency.

Job Responsibilities:
∎ The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.
∎ Coordination of the Site Management Sector
∎ Support the participation of partners in the Sector mechanism by engaging them bilaterally and multilaterally
∎ Develop the coordination between NGO partners implementing Site Management and Site Development programming, and support them to identify and address capacity gaps including COVID related impacts
∎ Support the Government of Bangladesh as the main site management institution to engage in coordination mechanisms and carry out their mandate as site managers and administrators
∎ Co-Chair the Site Management and Site Development meetings, including the Strategic Advisory Group meetings.
∎ Support the work of Sector taskforces or sub-working groups as needed (including, but not limited to, Site Planning and Site Development Working Group; Shelter and Site Improvements Technical Working Group; Energy and Environment Working Group and Site Planning Task Force.
∎ Work with the Sector Coordinator on Inter-Sector Coordination processes, e.g. Response Plan, contingency planning, and other coordination mechanisms and working groups as required
∎ Represent the Sector at the Inter-Sector Coordination level
∎ Ensure the roles and responsibilities of Site Management and Site Development agencies, coordination agencies, focal points and government representatives are agreed, clearly defined and understood by relevant stakeholders
∎ Ensure that Sector partners are aware of relevant commitments that the Government has made under international human rights and humanitarian law and promote a response which is in line with these
∎ Strategic and emergency planning
∎ Facilitate the development of (and regular updates) an overall strategy and response plan for the Sector including linkages to the COVID response, DRR, relief and recovery. Ensure that the strategy complements government policies and plans.
∎ Support emergency preparedness and response, early warning, and contingency planning efforts for the Sector, and ensure Sector participation in Inter-Sector work on these issues
∎ Actively participate in Emergency Preparedness Working Group meetings.
∎ Technical guidance and capacity-building
∎ Provide technical support and guidance to Sector partners and wider humanitarian response through development of tools, standards, and guidelines, and facilitate discussion and agreement on use of common standards and tools
∎ Promote and support training and capacity-building of humanitarian partners, Sector members, local authorities, and community members to improve understanding and harmonization of site management support approaches
∎ Promote awareness of and adherence to relevant policy guidelines, codes of conduct and examples of good practice by all Sector partners, taking into consideration the possible need for local adaptation both in terms of language and content
∎ Monitoring, reporting and analysis
∎ Support proper reporting on site management and site development activities and functioning of information management system for the Sector
∎ Support efforts to share best practices in tools, processes and policies in consultation with Sector member organizations
∎ Support adequate reporting and effective information sharing, with due regard for age and sex disaggregation
∎ Streamline methods to share information including reports with partners, as well as to be submitted to Inter-Sector Coordination Group and Sector members (e.g. weekly updates, bulletin, website, etc.)
∎ Advocacy and resource mobilization
∎ Identify core advocacy concerns for the Site Management and Site Development Sector through consultative processes, including resource requirements
∎ Contribute key messages to broader advocacy initiatives of the ISCG and other relevant actors and support local interventions when violations of international standards and principles occur
∎ Ensure the Sector's adherence to international humanitarian principles and other relevant guidance
∎ Ensure Protection Mainstreaming in the sector CCCM strategy
∎ Accountability to affected populations
∎ Advocate for the use of participatory and community-based approaches
∎ Promote measures which increase the accountability to affected populations
∎ Ensure close coordination between the Site Management Sector and Communication with Communities Working Group to ensure mainstreaming of effective communication through site management programming.

Additional Requirements:
∎ Minimum 5 years of humanitarian work in field locations;
∎ Experience in Disaster Management and Disaster Risk Reduction.
∎ Minimum 4 years professional work experience in site development, site improvement, infrastructure and site planning in a protracted complex crisis
∎ Proven experience in Emergency Preparedness Planning and Coordination
∎ Excellent analytical, communication and representational skills;
∎ Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders;
∎ Ability to work under pressure, with minimal supervision;
∎ Diplomatic but strong and able to represent all constituents for the betterment of the conditions of the refugees
∎ Demonstrated record of field and operational experience at an international level in camp-based response
