Good persuasion & communication skills.
Experience of managing medium to high volume of purchase requests for various goods and services, with ability to deal with short notices, planning, prioritizing, and delivering.
Excellent knowledge and capacity of analyzing information and use it as reference for future planning and in improving overall procurement performance.
Good verbal and writing skills in English and Bangla, comfortable with drafting Tender Invitation Purchase, write Contract Agreement, descriptive Minutes of Meeting, and various justification notes of vendor selections.
Advance in Microsoft Excel, Word, and Power Point. Comfortable with using online based applications and software for different purposes.
The candidates who have own motorcycle will get extra preferable.
Responsibilities & Context:
Government Tender and Procurement Specialist
Ability to search and find IT/ICT related Tenders & Projects. Opportunities in Government organization through E-GP Portal, BD-Tender or Tender Bazar etc.
Reviewing tender documents, scope of works, checking the feasibility for qualification, financial criteria, preparing presentations, risk matrix, information to top management to get approval for bidding.
Getting through the contract terms and conditions, liquidity damages, performance guarantee, milestone, bank guarantee requirements, payment terms and special conditions, taxes and duties.
Ability to write technical documents for software tender and IT Tender.
Active participation in e-GP Review Panel with previous track records.
Attending e-GP contract signing processes.
Knowledgeable about Non-Responsive Evaluation Criteria of the Tender.
Experience in e-GP Mandatory Qualification Criteria.
Participating and completing deeds (NDA, JV) with Partner successfully.
Active participations of Govt. Tenders with remarkable track records.
Participating in all types of tenders. E.g. EOI, OTM, Two Envelope, One Envelope, DPM, LTM, CPTU processes.
Attending Pre-bid meetings and techno commercial meeting with clients by collaborating top managements.
Successfully completing Tender Billing Methods.
Sound knowledge in Bank interests rate.
In depth knowledge about BG/ PG, LC/TT, VAT & Tax
Contributing in cost and price evaluation e.g. BOQ/Estimate etc.
