Additional Requirements:
  • Strong knowledge of WASH and development sector in humanitarian response, including water quality standards (WHO, EPA, DPHE, Sphere) and environmental & social safeguards

  • Ability to ensure functionality of water quality laboratories through regular monitoring, inventory management, and timely procurement of supplies

  • Proficiency in computer applications (MS Word, Excel, PowerPoint) and data management tools including KoBo for digital data collection

  • Skills in GIS and mapping (ArcGIS/QGIS) along with dashboard development using Tableau and Power BI for data visualization

  • Strong technical capacity in site supervision, infrastructure monitoring, and ensuring quality compliance in construction works

  • Effective documentation, reporting, and communication skills to support project tracking and decision-making

  • Demonstrated competencies in supportive supervision, team building, collaboration, and stakeholder relationship management

  • Strong analytical thinking, problem-solving ability, and efficient project and time management skills



Responsibilities & Context:

Assistant Technical Specialist - ESS, AAP & CPWG will play a pivotal role in executing the Environmental and Social Safeguards (ESS) and Accountability to Affected Population (AAP) interventions in the project and maintaining ESS compliance in adherence to the World Bank Environmental and Social Framework (ESF). Besides, this position will also support the CPSS Coordinator/focal in leading, coordinating, and providing technical assistance to child protection initiatives. This role ensures a harmonized approach to child protection among various stakeholders and contributes to the effective delivery of services to children and their families.

  • Execute ESS activities and conduct training on ESS for staffs

  • Assist in identifying capacity-building needs and organizing relevant training sessions for CP colleagues and stakeholders on child protection and ESS

  • Ensure the project activities are aligned with ESS and AAP compliance

  • Conduct environmental and social risk assessment of the project site and facility in ensuring the compliance

  • Facilitate safety and disaster risk mapping and guide the project in addressing the risk in timely manner

  • Establish a good relationship with the community in coordinated approach and reach them with the knowledge on the AAP

  • Plan and execute awareness raising session with the community on AAP and ESS

  • Support the development and implementation of the Child Protection Working Group (CPWG) work plan and strategies

  • Prepare briefing notes and presentations on CPWG achievements and gaps for JRP mid-year and annual reviews

  • Contribute to the development of technical tools and resources to support child protection activities

  • Support efforts to mobilize resources for child protection initiatives

  • Assist the CPWG Coordinator/ Focal in facilitating regular CPWG meetings, ensuring active participation from all relevant stakeholders

  • Promote effective communication and collaboration among CPWG members, including UN agencies, NGOs, and government bodies

  • Support cross-sectoral collaboration by engaging with other sectors and cross-cutting issues focal points or coordinators

  • Represent the CPWG in relevant forums and coordination meetings as delegated by the CPWG Coordinator

  • Facilitate collaboration between different working groups to ensure a coordinated and harmonized approach to case management

  • Support the collection, analysis, and dissemination of child protection data to inform strategic decision-making

  • Prepare CPWG periodic reports (monthly & quarterly) and incident and other reports in ESS as needed.

  • Facilitate capacity building initiatives on the ESS, AAP, Coordination structures, PSEA, Child Safeguarding and related policy including the World Bank Environmental and Social Framework (ESF)

  • Ensure time sensitive project activity implementation and strongly follow the reporting mechanism to address the concerns

Safeguarding

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action

  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so
