Experience:
Bachelor’s degree in MIS, ICT, CSE, Meteorology or any other relevant discipline.
The Assistant Officer – ICT and Early Warning Systems (EWS) will support the design, implementation, and management of the organization's ICT and EWS initiatives to strengthen climate resilience, disaster risk reduction. The role is responsible for ensuring effective deployment and maintenance of digital technologies, data systems, communication platforms, and early warning solutions while contributing to innovation through the integration of advanced Artificial Intelligence (AI) and Machine Learning (ML) applications.
The position requires strong technical expertise in ICT systems, database and digital asset management, software and hardware support, data analytics, and technology-enabled early warning mechanisms. The incumbent will work closely with climate resilience project teams, government agencies, technical partners, service providers, and community stakeholders to enhance the effectiveness, accessibility, and sustainability of ICT and EWS interventions.
Key Responsibilities
Project Delivery
Support the design, development, deployment, and maintenance of ICT-based EWS and digital platforms of Practical Action.
Lead on Practical Action’s “Voice Portal”, “Disaster Alert for BD App” and “Digital Weather Board’s” day to day operations and upgradation process ensuring compliance with ICT policies, supported by IT and programme team.
Regularly update the features of ‘Disaster Alert for BD App’ find out its obligations of their operations, troubleshot the problems along with IT team, technical consultant among others.
Assist in integrating weather updates, meteorological, hydrological, and disaster risk information, early warning from gov. entities and promptly integrate into accessible digital platforms for speedy dissemination to end users.
Support the adoption and application of AI and ML tools to improve forecasting, risk analysis, data processing, and decision support systems.
Conduct regular system testing, troubleshooting, upgrades, and quality assurance to ensure functionality and reliability of ICT and EWS infrastructure.
Assist in developing and maintaining databases, dashboards, mobile applications, web-based systems, and digital communication channels.
Support hardware, software, network, and cloud-based solutions required for project implementation.
Monitor system performance, identify technical gaps, and recommend improvements for enhanced service delivery.
Ensure data security, backup, privacy compliance, and business continuity measures are maintained across all systems.
Provide ICT technical support to project teams, partners, and field staff in the operation and maintenance of digital systems.
Contribute to the development of technical documentation, user manuals, standard operating procedures (SOPs), and system reports.
Liaise with technology vendors, telecommunication providers, government agencies, and technical partners to support project implementation.
Support project monitoring, reporting, and documentation of results, lessons learned, and innovative practices.
Maintain effective working relationships including data and reporting support with partners, national and local government like BMD, FFWC, CPP, DDM, DAE, MoDMR among others.
Support the climate team in bringing technical capacity to new proposal development in the digital EWS field.
Advocacy and Campaigns
Assist in planning and implementing training to local government, community campaigns for key advocacy dates, project milestones, and awareness initiatives, regarding EWS and DRR.
Liaise with relevant National and Local Government departments and Ministries, other development and research partners (host, plan facilitate events, field visits, training, advocacy and influencing events).
Conduct regular meetings with the Govt. official for mainstreaming the Disaster Alert apps by the govt. authority.
Where appropriate represent the organization at a national level, liaise with relevant stakeholders on digital innovations in Early Warning System and information sharing practices.
Support advocacy priorities by preparing materials, coordinating stakeholder outreach, assisting campaigns, and documenting outcomes.
Assist in planning and delivering seminars, workshops, and knowledge-sharing events, supporting logistics, promotional materials, and documentation.
