Responsibilities & Context:

Job Responsibilities:

  • Service continuity and gap filling

  • Program monitoring and quality assurance

  • Ensure effective operations of mHealth, satellite clinic, and eHospital operations

  • Data quality, analysis, and timely reporting

  • Effective program management and documentation

  • Implement handover roadmap of the project.

  • Organizing workshops

  • Coordinating with DGHS and other relevant Govt shareholders

  • Medicine, procurement and logistics support

  • Community accountability and stakeholder engagement

  • Technical support to outreach services and Floating Hospitals/MMUs

Activities:

1. Program Operations & Service Gap Filling

  • Coordinate and monitor implementation of health program activities, including mHealth, satellite clinics, outreach services, and Floating Hospitals/MMUs.

  • Identify gaps in service delivery, staffing, medicines, logistics, equipment, data, and operational processes and coordinate timely corrective actions.

  • Provide gap-filling technical and operational support to ensure continuity and quality of services.

  • Support field teams in developing workplans and achieving program targets.

  • Identify operational risks and challenges and support appropriate mitigation measures.

  • Effective program management and documentation

  • Implement handover roadmap of the project.

  • Organizing workshops

2. mHealth, Satellite Clinic & eHospital Support

  • Orient and support staff on mHealth applications, SatCare, eHospital, and satellite clinic operations.

  • Monitor effective utilization and regular updating of SatCare and eHospital systems.

  • Ensure accurate digital documentation and promote paperless service records.

  • Monitor satellite clinic sessions to ensure compliance with operational and clinical standards.

  • Analyze digital health and service data to identify gaps and areas for program improvement.

3. Quality Assurance & Clinical Oversight

  • Conduct regular monitoring and clinical assessments to ensure compliance with Friendship guidelines, national protocols, and standard clinical practices.

  • Review the quality and appropriateness of prescriptions provided by mid-level service providers.

  • Monitor the performance and service quality of Medical Assistants, FCMs, CHWs, and other field-level staff.

  • Conduct clinical audits, service quality reviews, and follow-up of corrective actions.

  • Promote rational prescribing and appropriate use of medicines.

  • Provide clinical/technical support to Floating Hospitals/MMUs, including on-site support when required in the absence of a Medical Officer.

4. Program Monitoring & Field Supervision

  • Conduct regular field visits to monitor program implementation, service quality, staff performance, utilization, and achievement against targets.

  • Monitor satellite clinics, outreach activities, mHealth services, and MMUs against approved workplans and performance indicators.

  • Identify implementation gaps and ensure timely follow-up of agreed actions.

  • Conduct regular meetings with field teams and document and monitor action points.

  • Provide technical guidance and troubleshooting support based on monitoring findings.

5. Data Management, Analysis & Reporting

  • Ensure timely collection, compilation, validation, analysis, and submission of program data.

  • Monitor data quality, completeness, consistency, and timely reporting from field-level service points.

  • Analyze service utilization, disease trends, patient profiles, program performance, and achievement against targets.

  • Prepare weekly data analysis and presentations for internal management meetings.

  • Prepare and submit monthly, quarterly, donor, monitoring, and ad-hoc reports within agreed timelines. Translate data and monitoring findings into actionable recommendations for program planning, resource allocation, and service improvement.

    6. Training & Staff Capacity Development

  • Identify training and capacity-building needs of field staff and coordinate with the Training Coordinator.

  • Organize and facilitate orientation, refresher training, clinical updates, and other capacity-building activities.

  • Monitor the application and effectiveness of training through field supervision and follow-up.

    7. Procurement, Medicine & Logistics Management

  • Prepare and submit procurement requisitions and monthly fund requests based on program requirements in collaboration with the field team.

  • Ensure timely availability of medicines, medical supplies, equipment, and other logistics.

  • Monitor rational consumption of medicine, stock levels, expiry, distribution, and utilization to minimize stock-outs and wastage.

  • Support rational use of medicines and adherence to treatment protocols.

  • Coordinate logistics management for outreach services, satellite clinics, and Floating Hospitals/MMUs.

    8. Government Liaison & Local-Level Coordination

  • Maintain effective liaison with relevant Government of Bangladesh (GoB) authorities at national, district, upazila, and local levels.

  • Coordinate with DGHS, Civil Surgeon Offices, Upazila Health & Family Planning Offices, and other relevant government stakeholders.

  • Facilitate local-level coordination meetings, joint monitoring, program reviews, orientations, and stakeholder engagements.

  • Ensure timely sharing of program updates, reports, achievements, challenges, and other relevant information with government stakeholders.

  • Support obtaining necessary government cooperation, technical guidance, approvals, and coordination for program implementation.

  • Represent Friendship in relevant government and local coordination forums as assigned.

    9. Community Engagement & Accountability

  • Implement Community Score Card (CSC) and other community accountability mechanisms.

  • Collect, document, analyze, and follow up on beneficiary feedback and grievances.

  • Conduct field visits and engage with community members to understand service needs and identify gaps.

  • Coordinate appropriate responses to community feedback and promote responsive and accountable health services.

  • 10. Coordination, Safeguarding & Team Support

  • Coordinate effectively with Outreach teams, Floating Hospitals/MMUs, satellite clinics, and other departments.

  • Promote a respectful, supportive, and learning-oriented working environment.

  • Ensure assigned staff comply with PSEA, safeguarding, code of conduct, and relevant organizational policies.

  • Ensure visibility and appropriate use of project materials and communication materials.

  • Perform any other duties assigned by management in support of program objectives.

Educational Qualifications:

  • MBBS with Master of Public Health (MPH) from a reputed medical college or university.

Required Experience:

  • Minimum 3 years of relevant experience

Skills and Competencies:

  • Strong leadership and team management skills with a collaborative mindset.

  • Excellent verbal and written communication in both English and Bangla.

  • High proficiency in MS Office applications and digital health tools.

  • Sound knowledge of public health systems, community health, and health data management.

  • Proven ability in report writing, data analysis, and presentation development.

  • Commitment to non-discriminatory, gender-sensitive, and safeguarding practices.

  • Flexible and able to travel frequently to field locations, especially hard-to-reach areas.
