Job Context:
∎ Counterpart International is currently seeking an Advocacy Specialist for its five-year, USAID and UKAID-funded program in Bangladesh `Promoting Advocacy and Rights (PAR)". This is a full-time position based in Dhaka, Bangladesh but requiring frequent travels to other districts where the project is implemented. This position will report to the PAR Chief of Party. The program will support the development of an active and stronger civil society with improved citizen`s participation in governance and advocacy. The project`s goal is to strengthen the enabling environment for civil society institutions advancing democratic governance and citizen participation in Bangladesh.
∎ The Advocacy Specialist will provide support to civil society actors to utilize PAR`s training, resources, and grants to facilitate locally-led activities that increase civic participation, foster cross-sectoral partnerships, increase government responsiveness to citizen needs and strengthen democratic governance. Furthermore, the Advocacy Specialist will support CSOs in advocacy goal-setting; framing a situationally appropriate advocacy plan which may include but is not limited to: power/ decision making mapping; identifying cross-sectoral stakeholders for engaging; audience research; tactical planning and campaign message testing; channels for message dissemination; and monitoring and evaluating campaign impact.

Job Responsibilities:
∎ Support the development of advocacy training materials and facilitate workshops for civil society actors to supplement previous training or initiate training for new partners.
∎ Provide technical support to PAR CSO partners and grantees to design, implement, and report on their evidence-based (i.e. research-informed) advocacy campaigns.
∎ Through regular contact (e.g. phone; email) and frequent field visits, support the PAR MEL Specialist in cultivating lessons learned, success stories, and performance indicator data from civil society actors who have received technical support (e.g. resources, capacity, and technical assistance) through a PAR activity.
∎ Support CSO partners in understanding the PAR Political Economy Analysis (PEA), Gender Analysis (GA) and Thinking and Working Politically (TWP) frameworks and support them in conducting their governance-strengthening activities in line with these frameworks
∎ Support the cultivation of Learning (e.g. identification of lessons learned from operating in challenging environments, determination of success factors for establishing and strengthening cross-sectoral partnerships, etc.) to further inform PAR program activities (applying adaptive management principles).
∎ Develop activity summary reports, including analysis of the activity's potential to advance PAR's goal, and extracting lessons learned from conducting governance strengthening activities in closing civic spaces at the sub-national and national levels.
∎ Assist Civil Society Specialist in budgeting and planning the logistics for organizing events.
∎ Support the team's external coordination by representing Counterpart in meetings/events with other International Non-Governmental Organizations.
∎ Perform other duties as assigned by the Civil Society Specialist or his/her designee that is consistent with the overall focus of this position.

Additional Requirements:
∎ Minimum of seven (7) years of experience leading evidence-based advocacy efforts at the national and sub-national levels and providing technical assistance to civil society organizations to apply best practices for governance strengthening initiatives.
∎ Prior experience conducting field-based work across multiple divisions in Bangladesh.
∎ Prior experience designing capacity building (e.g. training; workshops) activities for diverse stakeholders.
∎ Demonstrates a deep understanding of Bangladesh's political environment and current development goals and issues.
∎ Robust understanding of CSO legal rights and the challenges and opportunities that CSOs face when operating in Bangladesh.
∎ Demonstrated ability to collaborate and coordinate activities with multiple stakeholders including civil society, government, and private sector entities, including experience establishing cross-sectoral partnerships, and civil society networks
∎ Demonstrated experience working on gender and social inclusion issues on donor-funded projects.
∎ Excellent training, presentation and communication and report writing skills
∎ Oral and written fluency in Bangla and English required
