∎ Job Profile: Counterpart International is looking for a Grants Manager for its rest of period USAID-funded Promoting Advocacy and Rights Activity in Bangladesh (PAR). This is a full-Time position based in Bangladesh`s capital, Dhaka, and will report to the COP. The Grants Manager will be responsible for overseeing all aspects of the grant-making process as well as ensuring compliance with USAID and Counterpart International procurement, financial reporting, and documentation regulations.
Job Responsibilities:
∎ Monitor the compliance of grant recipients to ensure general and specific requirements of grants are adhered to.
∎ Oversee all aspects of the grant-making process- from start to finish, including design and issuance of Requests for Applications (RFAs), shortlist and evaluate grant applications including Expression of Interests (LOIs), budgets and full proposals, pre-award assessments, develop SRM Plan, negotiation, preparation of grant agreements, modifications, cost -share plan, grant disbursement, sub-recipient monitoring, and closeout.
∎ Contribute to institutionalize Counterpart International's grants management best practices within the program and in the process to ensure that the sub-grants to local civil society organizations and any other sub-grantees are implemented as per program objectives, design, and USAID sub-grants regulations.
∎ Monitor grant recipients to ensure adherence to USAID and Counterpart International regulations on procurement, financial reporting, and documentation.
∎ Provide pre-award training to potential sub-grantees on the requirements of the proposal preparation and submission process and financial managements requirements in compliance with USAID rules and regulations.
∎ Lead to facilitate site visits and provide technical assistance to the grantees as per SRM Plan to strengthen their capacity and minimize the risk level of the grantee organization.
∎ Identify gaps/areas of improvement and coach and mentor guarantee so that they can manage their grants with minimum support from PAR.
∎ Provide training, coaching and technical assistance to grantees on USAID regulations, financial management and reporting.
∎ Monitor grantee performance per sub-grant agreement requirements.
∎ Review and finalize the financial and cost share reports, as well as documentation to ensure that grantees meet both Counterpart International and USAID rules and regulations.
∎ Ensure that grantees projections are aligned with approved budget, work plan and keeping touch with CPI in-country finance department to make appropriate Cash Advance Request on time.
∎ Apply best practices and manage grant trackers to update grants status.
∎ Ensure that grantee financial reports are accurate and reconciled monthly basis and finalize for fund release in accordance with financial report review checklist.
∎ Ensure that grantee financial reports are entered into Counterpart's SharePoint on time.
∎ Work with finance and program staff to plan, analyze and adjust grant disbursements within the project life cycle in a way that supports a healthy burn rate and meets the program objectives.
∎ Make sure that all sub award related documents are kept in respective grants folder, both manual and electronic version on to the SharePoint according to the grant file check list.
∎ Ensure the grant packages, modification for costed extension and no-cost extension proposals are developed appropriately as per program requirements and submission to the Counterpart headquarter and make sure the GCC cleared version of agreements/ modifications are fully executed in timely manner.
∎ Contribute to the subgrants closeout formalities in accordance with the CPI's field grants manual and HQ-GCC guidance as well and make sure the accuracy in procedure.
∎ Contribute to the program and financial reporting to Counterpart HQ and the donor.
∎ Work on any other relevant tasks that required to address by the project/organizational/donor's or if suggested from supervisor, Counterpart home office and donor.
Additional Requirements:
∎ Minimum of five years of professional experience in implementing international development programs.
∎ Minimum of five years of experience working as a grants Manager and demonstrated grants management experience, including experience working with civil society,
∎ Demonstrable knowledge of and experience with grant management and administration and assistance regulations for USAID-funded programs.
∎ Detail-oriented and capable of monitoring the financial and technical performance of grantees.
∎ Excellent organizational, interpersonal, and communication skills.
∎ Proven team player skills
∎ Excellent mentoring, coaching, and training, presentation, communication, and report writing skills.
∎ Fluency in English is required; proficiency in Bengali is preferred.
∎ Besides, the appropriate applicant should have leadership, negotiation, interpersonal, counseling, coaching, problem-solving, team building, and analytical skills, as well as high integrity, professionalism, and emotional intelligence.
