∎ Counterpart International, a leading international development organization is currently implementing the USAID-funded program in Bangladesh "Promoting Advocacy and Rights (PAR)". The program will support the creation of a more inclusive, resilient, and evidence-driven Bangladeshi civil society. The project`s goal is to provide civil society with the skills, technology, financial resources, and connections to global networks that will enable it to work in partnership with the Government of Bangladesh (GOB) to advance economic and social development
∎ Job Profile:
∎ The Finance & Grants Officer/Specialist will effectively assist to manage day to day finance, grants and operation portfolio ensuring compliance of donor and Counterpart International regulations.

Job Responsibilities:
∎ Play proactive role to contribute to the respective team to manage finance and grants portfolio.
∎ Monitor the compliance of grant recipients to ensure general and specific requirements of grants are adhered to.
∎ Assist in the grantmaking process from start to finish, including design and issuance of Requests for Applications (RFAs), review of proposals, and financial and narrative reporting.
∎ Assist the team to institutionalize Counterpart International's grants management best practices within the program.
∎ Support in the process to ensure that the sub-grants to local civil society organizations and any other sub-grantees are implemented as per program objectives, design and USAID sub-grants regulations.
∎ Participate in the shortlist and evaluate grant applications including Expression of Interests (LOIs), budgets and full proposals.
∎ Support in the provision of training and technical assistance to grantees on USAID regulations, financial management and reporting.
∎ Monitor grantee performance per sub-grant agreement requirements.
∎ Assist to ensure accurate grant close-out procedures.
∎ Assist the team to review financial and program reports for submission to the Chief of Party, as well as documentation to ensure that grantees meet both Counterpart International and USAID rules and regulations.
∎ Provides information to accounting staff to ensure proper recording of grants for financial records.
∎ Assist in communicating with and providing mentoring support to Program grantees in connection with financial issues, as needed;
∎ Work with the team for constructing and monitoring budget, scope of work for grants
∎ Assist to maintain sub-award grant tracking and ensure timely submission of reports in adherence to Counterpart and USAID policies;
∎ Assist to maintain and update grant documentation and records;
∎ Assist with the grants making process along with grants management and providing links between program, finance and other administrative staff so that all grant making activities are smoothly implemented;
∎ Assist to prepare assigned periodic audit schedules and monitoring visits of PAR grantees;
∎ Participate in consultations with HQ Programs, Financial/Accounting, and GCC teams;
∎ Perform other tasks as assigned by his/ her supervisor when required.

Additional Requirements:
∎ Minimum three to five years in grants/finance/operations management experience with USAID funded project
∎ Experience working with NGO/civil society organizations/media
∎ A good knowledge of the technical and operational requirements of US government funding agencies (e.g. USAID)
∎ Knowledge of grant processes including accounting and financial reporting under NGOAB.
∎ Ability to manage grants funding requirements, submissions, and budget projections.
∎ Strong analytical skills, including ability to gather and analyze a variety of information pertaining to issues and to develop appropriate recommendations for action.
∎ Proven ability to effectively use Microsoft Office including databases and spreadsheets.
∎ Ability to work in partnership with local communities and NGOs as appropriate.
∎ Ability to work well with others, meet deadlines, and respond to changes in priorities;
∎ Excellent written and verbal communication skills and strong organizational skills;
∎ Strong problem-solving and analytic skills required;
∎ Ability to work independently, take initiative, set priorities and see projects through to completion;
∎ Strong service-focused orientation; must work well and respectfully with HQ personnel, Program funder, staff and grantees.
