∎ Minimum of 8 (eight) years of working experience as Finance Manager with INGO/NGO.
∎ Working experience with USAID-funded projects is preferred.
∎ Excellent organizational, interpersonal, communication, and report writing skills.
∎ Fluency both in English and Bangla is required.
∎ Extensive experience to work with NGO Affairs Bureau and other relevant Government entities.
∎ Working experience on the close out procedure of USAID funded project

Responsibilities & Context:
∎ Maintain financial management system, procedures and controls and review them on a regular basis to ensure compliance, transparency and effective utilization of resources.
∎ Manage the preparation of internal and external financial reports, budget reports and cash advance requests, the timely submission of monthly financial reports and maintain records of all reports submitted by field office to Counterpart Headquarters and donors
∎ Monitor program burn rate and support the development of pipelines, burn trackers, accruals and spending projections
∎ Oversee all accounting procedures to ensure compliance with laws, Counterpart Policy and USAID regulations
∎ Maintain Financial records and documentation consistent with USAID, Counterpart and the Government of Bangladesh
∎ Monitor Cash, oversee petty cash management and conduct banking operations
∎ Oversee day to day operations including banking and payroll management including tax deduction/payments and direct payroll deposits
∎ Design and maintain procedures to ensure timely processing of cash transactions and wire transfers payments and receipts
∎ Collaborate with the Grants Manager regarding subgrant transfers to and reporting from sub partners
∎ Represent Counterpart in all bank and tax issues related to office financial operations
∎ Lead internal audits of sub partners to ensure compliance with applicable laws, policies and regulations
∎ Provide training and technical assistance in financial management to local partners
∎ Lead field team during external audit of the project
∎ Work on the project close out
∎ Perform other duties assigned by CoP or his /her designee that is consistent with the overall focus of this position.

∎ Counterpart International is looking for a Finance Manager for its USAID-funded Promoting Advocacy and Rights Activity in Bangladesh (PAR). This is a short-term position based in Bangladesh's capital, Dhaka, and will report to the COP. The Finance Manager will be responsible for overseeing all aspects of the financial process as well as ensuring compliance with USAID and Counterpart International procurement, financial reporting, and documentation following rules and regulations.
