Job Context:
∎ Counterpart International is currently seeking a Deputy Chief of Party (DCOP) for Promoting Advocacy and Rights (PAR), a five-year USAID and FCDO-funded activity (2018-2023), with an anticipated extension through October, 2024. PAR`s goal is to strengthen the enabling environment for sustained civil society institutions advancing democratic governance and citizen participation in Bangladesh. PAR is working to enhance civil society`s capacity to advance democratic governance and citizen participation with activities and interventions organized under two intermediate results:
∎ Intermediate Result 1: Strengthened civil society capacity to effectively advocate for improved democratic governance.
∎ Intermediate Result 2: Established cross-sector partnerships to improve government responsiveness to citizen needs.
∎ With a possible extension, PAR will build on lessons learned and emerging good practices to maintain and expand the civic space ahead of the upcoming parliamentary elections. Activities will focus on strengthening the capacity for local partners to advocate for good governance (applying thinking and working politically principles), and strategic engagement with the Government of Bangladesh to foster an enabling environment for inclusive civic engagement at the national and sub-national levels. The DCOP will report to the Chief of Party, supporting technical excellence, and leading the administration of the PAR activity. The DCOP will exercise strong multi-cultural interpersonal skills, model inclusive development principles, and encourage a workplace environment that champions diversity, equity and inclusion. They will lead operational excellence, supervising staff responsible for Human Resources, Administration, Procurement, Security, and Information Technology. This is a full-time position based in Dhaka, Bangladesh.
∎ REPORTS TO : Chief of Party (COP)

Job Responsibilities:
∎ Support the COP in the timely and high-quality management of PAR activities.
∎ Lead adaptive management, establishing flexible implementation modalities that are responsive to, and in anticipation of, changes in the political economy.
∎ Champion complexity-aware monitoring evaluation and learning processes (e.g. context / complexity monitoring, pause and reflect sessions, applying recommendations from Outcome Harvesting, etc.).
∎ Ensure program implementation follows Counterpart's policies/procedures, the Government of Bangladesh, and USAID rules and regulations, particularly with respect to procurement, financial, and grant management.
∎ Support the timely delivery of high-quality program reports including quarterly reports, annual results reports, cost-share summaries, pipeline and resource estimates.
∎ Provide mentoring and professional development to staff, and PAR stakeholders.

Additional Requirements:
∎ Significant prior experience working with USAID or other US government-funded programs, and their reporting mechanisms.
∎ At least seven (7) years' experience in managing civil society strengthening, advocacy, research, and/or gender sensitive interventions.
∎ Demonstrated excellent multicultural interpersonal and leadership skills, and experience in managing diverse teams.
∎ Demonstrated experience supporting inclusive democratic practices, including participation of women, youth, and other historically marginalized populations in key decisions.
∎ Demonstrated strong writing and oral presentation skills in English and Bangla.
∎ Significant prior experience working in Bangladesh.
