Experience:
Master’s degree in Civil Engineering, Industrial Engineering, Public Administration, Environmental Science or any other closely relevant subject
Professional Experience
5 years of relevant occupational experience related to the area of responsibility as outlined is required
Working experience in a strategic and technical advisory role is essential
Prior Experience in navigating Government of Bangladesh (GoB) protocols and maintaining strategic partnerships with government and other development partners is highly desired
Knowledge and Competencies
In-depth knowledge and understanding of the impact of infrastructure and the construction sector on environment
In-depth technical knowledge enabling to carry out the tasks successfully
In-depth knowledge and understanding of procedures related to the setting of standards, certification procedures and quality assurance
Understanding of approaches aiming at sustainable transition in the building sector
Strong organizational, planning and self-management competencies, ability to deal with multiple tasks simultaneously, solve problems, meet deadlines and maintain a high quality of work
Ability to work well under pressure and must be a strong team player
Ability to work in an intercultural environment
Excellent interpersonal and communication skills (both oral and written).
Excellent presentation skills.
Fluency in English and Bangla is essential.
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. GIZ supports the German Government in the field of international cooperation for sustainable development. GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.
GIZ Bangladesh is currently seeking applications for the position of “Advisor- Quality Control & Green Certification" under ‘ECO-BUILD: Scaling up Green Construction’ Project. This project aims at promoting the sustainable transition of the construction sector in Bangladesh and thereby contributes to sustainable and climate resilient urban development, healthier working conditions in the sector and a responsible use of natural resources. Eco- Build is co-financed in equal parts by the EU and the German government, will work closely with government institutions, testing bodies, professional associations and industry representatives to improve the political framework, ensure the improvement of building materials quality and develop the construction industry in an environmentally and socially responsible manner and will run until 2031.

A. Responsibilities
Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior.
Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups.
Advise supervisor on all tasks when implementing GIZ rules and regulations.
Advise supervisor in the field of project planning, steering and monitoring.
Independently implement goals and requirements set by the line manager.
Make decisions which have a short-term effect within a limited project area/ unit.
Assist supervisor to identify day to day problems and suggest appropriate solution.
The position holder will mainly contribute to activities that aim at developing and establishing clear standards, certification procedures and quality assurance systems in the construction sector. This will include, but is not limited to, the following tasks:
B. Tasks
Provide technical advice to national authorities on the collection of baseline data on CO2 and particulate emissions from traditional brickworks
Provide technical advice on the development of technical specifications and internationally comparable standards for environmentally friendly building materials that meet environmental targets and standards.
Support the modernization of testing and research facilities and the development of additional capacities in the public and private sector in the field of building materials testing.
Provide technical advice for the introduction of a procedure that makes certified products easily identifiable on the market and facilitate their inclusion in national building codes and public procurement guidelines.
Provide expert advice on the development of quality assurance and inspection procedures, including routine testing and quality control in production facilities.
Raise awareness of the benefits of certified building materials and sharing experiences on these topics among relevant stakeholders from public authorities, procurement bodies, educational institutions and the private sector.
Prepare Terms of Reference, manage assessments, study and service contracts supporting the above mentioned activities, and ensure quality assurance in project implementation.
Communicate with finance manager about activity-related data (timeframe, estimated costs)
Contribute to the overall project monitoring and reporting, provide data timely and in the defined format and quality.
