Education:
    • Masters
  • Master’s degree in Public Health, Public Administration, Environmental Sciences, Civil / Industrial Engineering, or any other closely relevant subject under Social Science discipline.

  • Advanced technical training or internationally recognized certification (e.g., NEBOSH, IOSH, or OSHA) in Occupational Health and Safety (OHS) or Environmental Health and Safety (EHS) will be preferred.

Professional Experience

  • 5 years of relevant occupational experience related to the area of responsibility as outlined is required

  • Working experience in a strategic and technical advisory role is essential

  • Experience in maintaining strategic partnerships with different stakeholders and development partners is important

Knowledge and Competencies

  • In-depth knowledge in occupational health and safety including relevant laws and regulations in Bangladesh

  • Understanding of the specific working conditions in the construction sector including the building material production, their impacts and risks

  • In-depth knowledge and understanding of procedures related to the setting of standards, establishing regulations and quality assurance

  • Understanding of approaches aiming at sustainable transition in the construction sector

  • Strong organizational, planning and self-management competencies,

  • Ability to deal with multiple tasks simultaneously, solve problems, meet deadlines and maintain a high quality of work

  • Ability to work well under pressure and must be a strong team player

  • Ability to work in an intercultural environment

  • Excellent interpersonal and communication skills (both oral and written).

  • Excellent presentation skills.

  • Fluency in English and Bangla is essential



Responsibilities & Context:

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. GIZ supports the German Government in the field of international cooperation for sustainable development. GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.

GIZ Bangladesh is currently seeking applications for the position of “Advisor- Occupational Health & Safety" under ‘ECO-BUILD: Scaling up Green Construction’ project. This project aims at promoting the sustainable transition of the construction sector in Bangladesh and thereby contributes to sustainable and climate resilient urban development, healthier working conditions in the sector and a responsible use of natural resources. Eco- Build is co-financed in equal parts by the EU and the German government, will work closely with government institutions, testing bodies, professional associations and industry representatives to improve the political framework, ensure the improvement of building materials quality and develop the construction industry in an environmentally and socially responsible manner and will run until 2031.

A. Responsibilities

  • Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior.

  • Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups.

  • Advise supervisor on all tasks when implementing GIZ rules and regulations.

  • Advise supervisor in the field of project planning, steering and monitoring.

  • Independently implement goals and requirements set by the line manager.

  • Make decisions which have a short-term effect within a limited project area/ unit.

  • Assist supervisor to identify day to day problems and suggest appropriate solution.

The position holder will mainly contribute to project activities aiming at improving working conditions of employees in building materials production, considering equal access for women and people with disabilities. This will include, but is not limited to, the following tasks:

B. Tasks

  • Provide expert advice on the development and introduction of standardized work instructions, guidelines and tools for occupational safety, health protection and social protection measures, especially for owners, plant managers and supervisory staff in companies producing building materials.

  • Provide training and advice for owners, plant managers and supervisory staff with a focus on health and safety in the workplace.

  • Advise and support producers of environmentally friendly building materials in the development and implementation of company qualification measures for employees.

  • Raise employees' awareness of their rights to occupational health and safety, offering advice on alternative employment and income opportunities.

  • Take targeted measures to promote the employability of women and other vulnerable groups, including people with disabilities, monitor and report results.

  • Prepare Terms of Reference, manage assessments, study and service contracts supporting the above mentioned activities, and ensure quality assurance in project implementation.

  • Communicate with finance manager about activity-related data (time-frame, estimated costs)

  • Contribute to the overall project monitoring, provide data timely and in the defined format and quality

  • Contribute to reports to partner ministries in Bangladesh and to donors about activities and achievements including a special focus on gender related aspects.
