Master’s degree in Social Science, Economics or Finance, Business Administration, Public Administration, Environmental Sciences, or any other closely relevant subject.
Professional Experience
5 years of relevant occupational experience related to the area of responsibility as outlined is required
Working experience in a strategic and technical advisory role is essential
Working experience in the areas of development and promotion of innovative business models and incentive mechanisms is essential
Experience in maintaining strategic partnerships with different stakeholders and development partners will be considered significantly.
Knowledge and Competencies
Understanding of the specific economic conditions in the construction sector including the building material production, related impacts and risks as well as the economic challenges and opportunities
Understanding of approaches aiming at sustainable transition in the building sector
Strong organizational, planning and self-management competencies
Ability to deal with multiple tasks simultaneously, solve problems, meet deadlines and maintain a high quality of work
Ability to work well under pressure and must be a strong team player
Ability to work in an intercultural environment
Excellent interpersonal and communication skills (both oral and written).
Excellent presentation skills.
Fluency in English and Bangla is essential.
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. GIZ supports the German Government in the field of international cooperation for sustainable development. GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.
GIZ Bangladesh is currently seeking applications for the position of “Advisor- Green Construction & Market Incentives" under ‘ECO-BUILD: Scaling up Green Construction’ Project. This project aims at promoting the sustainable transition of the construction sector in Bangladesh and thereby contributes to sustainable and climate resilient urban development, healthier working conditions in the sector and a responsible use of natural resources. Eco- Build is co-financed in equal parts by the EU and the German government, will work closely with government institutions, testing bodies, professional associations and industry representatives to improve the political framework, ensure the improvement of building materials quality and develop the construction industry in an environmentally and socially responsible manner and will run until 2031.

A. Responsibilities
Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior.
Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups.
Advise supervisor on all tasks when implementing GIZ rules and regulations.
Advise supervisor in the field of project planning, steering and monitoring.
Independently implement goals and requirements set by the line manager.
Make decisions which have a short-term effect within a limited project area/ unit.
Assist supervisor to identify day to day problems and suggest appropriate solutions.
The position holder will mainly contribute to activities that aim at developing and establishing clear standards, certification procedures and quality assurance systems in the construction sector. B. Tasks
Provide advisory service to small and medium size enterprises (SMEs) and public institutions on market development and promotion of eco-friendly construction materials
Provide expert advice on analyzing existing incentive mechanisms to promote environmentally friendly building materials.
Guide in development of new incentive mechanisms to promote innovative business models for the production and distribution of environmentally friendly building materials.
Provide expert advice on the further development of existing and the introduction of new financing mechanisms, public-private partnership models and tax incentives.
Advice and support for the improvement and provision of advisory services to promote business models for the production and marketing of environmentally friendly building materials.
Provide targeted support and capacity development for selected SMEs to disseminate sustainable business models for certified green building materials.
Contribute to reports to partner ministries in Bangladesh and to donors about activities and achievements
Prepare Terms of Reference, manage assessments, study and service contracts supporting the above mentioned activities, and ensure quality assurance in project implementation.
Communicate with finance manager about activity-related data (timeframe, estimated costs)
Contribute to the overall project monitoring and reporting, provide data timely and in the defined format and quality.
