Job Responsibilities:
∎ The position holder is responsible for the following:
∎ Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
∎ Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
∎ Advise supervisor on all task when implementing GIZ rules and regulation
∎ Advise supervisor in the field of project's planning, steering and monitoring
∎ Independently implement goals and requirements set by the line manager
∎ Make decisions which have a short-term effect within a limited project area/ unit
∎ Assist supervisor to identify day to day problem and suggest appropriate solution
∎ Specific Job Responsibilities
∎ In this context, the position holder fulfils the following tasks:
∎ Planning, design and implementation interventions of the PAP component 1, 'Energy Policy and Regulatory Framework' in consultation with the Project Head of PAP
∎ Analysing existing power sector strategies, policies, regulations and guidelines and formulate recommendations for their update on green energy transition (e.g. regarding RE/EE expansion targets, implementation of a gender strategy, Nationally Determined Contributions - NDCs, updating power system master plan).
∎ Advising MoPEMR and BERC on the development of various instruments for green energy transition (e.g. priority feed-in of RE electricity to the grid, introduction of auction-based tenders, energy audit regulation) to improve the policy and regulatory framework for RE and EE.
∎ Detailed analysis of existing market barriers for RE/EE technologies and derivation of recommendations for their removal, as well as implementation of sectoral benchmarking on RE and energy conservation.
∎ Technical advice to the Bangladesh Energy Regulatory Commission (BERC) on the analysis and development of strategies for the gradual reduction of subsidies (e.g. Smart Cross Subsidy Scheme for clean energy).
∎ Advising SREDA on the development of a gender strategy and related action plan for increasing women's participation in the RE sector with a focus on the macro and meso levels
∎ Facilitating knowledge exchange for policy makers and other sector stakeholders for discussion and development of roadmap for removing market barriers for RE and EE.
∎ Monitoring and follow-up of the implementation of the measures agreed in the action plan.
∎ Coordinating with PR & Communication expert in developing any sorts of communication materials related to RE/EE interventions.
∎ Developing ToR and managing contracts including procurement and consulting contracts in coordination with Energy Cluster, GIZ Country office and GIZ headquarters contract teams
∎ Representing GIZ in various meetings and events as instructed by the Project Head.
∎ Conceptualizing, preparing and organizing workshops, seminars, and other events related to the programme's field of activities and submit reports on the event
∎ Submission of internal reports on conducted project events.
∎ Work closely with PAP M&E Expert to design M&E framework and provide inputs based on project component interventions.
Additional Requirements:
∎ Professional Experience
∎ Minimum 5 years of relevant working experience in power and energy sector including at least 3 years in energy policy analysis
∎ Experience of working closely with Government of Bangladesh (GOB) as well as with International organizations will be considered as an asset
∎ Knowledge in the field of Bangladesh power sector, energy policy and relevant government institutions is required.
∎ Other knowledge, additional competences
∎ Ability to successfully navigate through a politically sensitive environment
∎ Ability to work well under pressure and meet the strict deadline
∎ Must be a strong team player in multicultural environment
∎ Must have good interpersonal and communication skills
∎ Fluency in English is essential
∎ Knowledge of German Language is an asset
