Additional Requirements:

3-5 years’ experience in ICT training, freelancing (BPO), or digital entrepreneurship.

Proven track record in freelancing platforms (Fiverr, Upwork, Freelancer.com).

Technical expertise in at least three or more of the following:

  • Graphic design and multimedia

  • Web development

  • Digital marketing

  • Social media storytelling/content creation

  • Photography/videography

  • GIS mapping and data visualization

  • Programming/app development

  • Knowledge of digital security and safe internet practices.

Skills and Additional Job Requirements:

Responsibilities & Context:

Location: Cox’s Bazar training centres in Camp 27 (Teknaf) and 4-extention (Ukhiya)

Job Nature: Full-time position from 15 October to 31 December (with possibilities of extension)

Expected duration: 5 days per week

Reports to: Skills Development Manager

No. of Vacancies: 02 (1 in Ukhiya and 1 in Teknaf under Cox’s Bazar district)

Project Brief: Since 2022, the organization has been implementing a vocational skill development program for Rohingya Refugees in Cox's Bazar and Bhasan Char. The program, known as the UN Joint Programme for Skills Development (JPSD) or Improving Skills and Economic Opportunities in Cox's Bazar (ISEC), aims to provide vocational training and improve economic prospects for the beneficiaries. The organization is responsible for delivering Level-1 vocational training in various fields including Concreter (CON), Solar (PV) System Installation and Maintenance (SM), Caregiving (CG), Small Engine Mechanic (SEM) and Bakery and Pastry Staff (BPS). Beneficiaries are selected based on prequalification criteria that consider the labor market needs in Myanmar and the camps. The project's main objective is to empower refugees by equipping them with transferable skills that meet labor market demands in both Myanmar and the camp settings. This will support their potential return and integration into Myanmar and enable them to have productive lives in the camps. To achieve this, refugees are encouraged to engage in activities such as multi-sector endeavors, minor livelihood pursuits, community works, and utilizing their acquired skills. The Economic Mobility Pathways Pilot (EMPP) Programme has been launched during the last quarter of 2023, then the it was known as Complementary Pathways Programme (CPP), which become known as the Language and ICT Training, aims to enhance labor mobility and empowerment of Rohingya refugee graduates who successfully complete the Level-1 certification course. According to the plan of UNHCR, competent graduates from all trades carefully selected through a rigorous and holistic assessment process will get the opportunity to get this additional course support from 2024. The initiative focuses on providing additional life skills training, including English language proficiency, 'work ready' cultural orientation, and fundamental ICT skills. The project overall aims to improve employability, increase labor mobility, and promote economic empowerment among Rohingya graduates.

Background: Under the previous skill development program, batches of Rohingya students successfully completed basic computer literacy training. To build on this foundation, the next phase of the project will introduce an Advanced ICT Training component targeted at 60–78 graduates of the elementary program. The training will be delivered in-person at designated training centers in Cox’s Bazar and will equip participants with market-driven ICT skills to access remote employment opportunities through online freelancing platforms and digital marketplaces.

The Advanced ICT Trainer will play a central role in delivering this training, mentoring students, and ensuring skills are aligned with income-generating pathways, such as Fiverr, Upwork, Freelancer.com, YouTube, Shutterstock, and other platforms.

Objectives of the Assignment

  • To deliver structured, hands-on training access through a learning platform developed by external entities.
  • To build foundational and advanced digital literacy among Rohingya youth.
  • To mentor and support students in building professional online portfolios and freelancing profiles.
  • To ensure students gain practical, market-ready skills that can directly translate into income opportunities.
  • To monitor students to form an alumni network for searching potential working opportunities; evaluate, and report on training progress and student performance.

Job Responsibilities and Tasks

1. Training Delivery: Design and deliver interactive training sessions across the following modules:

  • Digital Literacy & Professional Readiness (Expanded): Hardware, software, networks, ICT in everyday life, integration of digital tools, digital security, safe/ethical internet use, online safety, profile building on freelancing platforms, proposal writing, and client communication.

  • Web Development & Design
  • Digital Marketing
  • Social Media Content Creation & Storytelling
  • Stock Photography & Videography
  • Freelancing & Remote Work Skills
  • Data Entry & Virtual Assistance

2. Capacity Development:

  • Guide participants in creating professional online profiles (Fiverr, Upwork, Freelancer.com).
  • Mentor students in developing portfolios (sample designs, websites, social media content, photography).
  • Provide practical assignments linked to real-world freelancing tasks.
  • Organize guest lectures or online sessions with experienced freelancers for peer learning.

3. Monitoring & Reporting:

  • Develop training materials, manuals, and handouts.
  • Track attendance, participation, and completion rates.
  • Conduct pre- and post-training assessments to measure skill gains.
  • Submit monthly progress reports to the Project Manager, highlighting achievements, challenges, and recommendations.

4. Support to Project Goals:

  • Ensure training sessions are gender-sensitive and inclusive.
  • Facilitate links between students and potential clients/market opportunities.
  • Support participants in first-time gig acquisition and online earnings.
  • Provide recommendations for scaling up ICT programs in Cox’s Bazar.

5. Deliverables

  • Detailed training curriculum and schedule for all modules.
  • Training materials and resources (digital/print).
  • Monthly progress and performance reports.
  • Portfolio/profiles of at least 60 trained students on freelancing platforms.
  • Final training completion report with lessons learned and case stories of all training participants.

Reporting & Supervision: The Advanced ICT Trainer will report directly to the Project Manager/ Skills Development Manager and work closely with other project staff, including the M&E Officer.

  • Maintain confidentiality of student data and project information.
  • Ensure training is inclusive, non-discriminatory, and respectful of cultural sensitivities.
  • Strictly adhere to safeguarding, child protection and other policies of UNHCR and CNRS.
