  • Minimum of 5 years of progressive experience with an inter/national NGO/relevant development organization preparing financial statements for the activities.

  • Proven ability in risk compliance, including bank reconciliation, statement review, and preparation of documents for fund release.

  • Comprehensive understanding of VAT and tax deduction from relevant bills and vouchers, conducting project audits, and maintaining books of accounts and financial records.

  • High proficiency in computer applications including Google Suite, MS Office, and financial systems, with the ability to manage multiple assignments efficiently and meet tight deadlines.

About the Project:

The Ministry of Youth and Sports (MoYS), in collaboration with the World Bank (WB), is implementing the 48-month Economic Acceleration and Resilience (EARN) project to engage NEET (not in education, employment, or training) youth, with a special focus on women, in rural and semi-urban areas of Bangladesh. The project aims to economically empower NEET youth through education, skills development, employment, and enterprise support. It provides women-centric facilities, enhances employability by building employer linkages, and offers upskilling in Socio-Emotional Behavior (SEB) and Entrepreneur Development (ED). Additionally, incubation support for employment and entrepreneurship will be provided. To ensure the inclusion of women and underserved groups, the project will create an enabling environment through awareness-raising, community engagement, family-based planning, and monitoring. A total of 250 Upazilas have been selected for the project.

About the role:

The Admin and Account Officer will play a key role in the “Economic Acceleration and Resilience for NEET” (EARN) project by by ensuring effective financial, administrative, and logistics operations. S/he will be responsible for maintaining compliance with Generally Accepted Accounting Principles (GAAP) and BRAC’s financial, procurement, and administrative policies and procedures. S/he will review and coordinate Joint Venture Partners’ budgets and expenses in collaboration with the Finance and Accounts Specialist, while supporting budget preparation and revisions, monitoring expenditures, and coordinating with upazila offices for financial reporting, consolidation, and resource mobilization to enable informed and efficient strategic decision-making.

Major Responsibilities:

  • Support expenditure reporting through coordination with upazila offices and VLTCs, and follow up with the finance department to ensure timely submission of donor-required financial reports.

  • Coordinate with partners and upazila offices for timely financial reporting, and ensure effective financial controls to prevent and promptly address fraud, misconduct, corruption, or non-compliance through proper channels.

  • Prepare and review monthly budget expenditure summaries as per the approved budget, and verify bills and vouchers for timely submission to the finance department.

  • Guide project leads and partners on project close-out, ensuring compliance with BRAC guidelines, and coordinate with procurement and finance to complete required documents for timely cash and in-kind transfers.

  • Ensure timely and quality procurement of assets and materials, follow up on regular maintenance of assets and supplies, and prepare and submit procurement requests as required by coordination units and field offices.

  • Support procurement planning, project close-out, staff travel arrangements, and proper documentation and filing in line with BRAC guidelines.

  • Provide day-to-day administrative and logistical support to the program, ensure effective logistics for meetings, workshops, and events, and assist with field-based administrative needs for project staff as required.

  • Coordinate closely with PNGOs to ensure timely compliance with procurement, financial, and administrative procedures, maintain program asset and inventory records, and ensure provision of materials

Safeguarding Responsibilities:

  • Implement the safeguarding policy to establish a safeguarding culture across all levels of the programme. Act as a key source of support, guidance, and expertise on safeguarding to establish a safe working environment.

  • Responsible for ensuring team members are appropriately trained, supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.

  • Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so.
