Responsibilities & Context:
1. Programme Development and Implementation
Lead the planning, implementation, monitoring, and quality assurance of WASH and Shelter projects in the Rohingya response context.
Identify programme opportunities and support the development of technically sound proposals, concept notes, and project plans.
Develop technical strategies, work plans, BoQs, designs, and implementation approaches for WASH and Shelter interventions.
Establish and maintain effective coordination and partnerships with NGOs, government authorities, UN agencies, and other relevant stakeholders.
Provide technical guidance and support to programme teams and implementing partners to ensure high-quality service delivery.
Ensure projects comply with organizational policies, donor requirements, humanitarian principles, and relevant technical standards.
Ensure compliance with procurement, safeguarding, accountability, and risk management procedures.
2. Technical Management – WASH and Shelter
Provide technical oversight of water supply systems, sanitation facilities, hygiene promotion activities, drainage systems, waste management, and emergency WASH interventions.
Supervise Shelter-related technical activities including site planning, construction monitoring, quality control, and technical assessments.
Ensure all infrastructures meet required technical specifications and humanitarian standards such as Sphere Standards and donor guidelines.
Conduct technical assessments, feasibility studies, needs assessments, and field monitoring visits.
Review engineering designs, drawings, estimates, and Bills of Quantities (BoQs).
3. Planning, Budgeting and Resource Management
Support annual programme planning, budgeting, and implementation strategies.
Work closely with Finance and Programme teams to develop project budgets and monitor expenditure against approved budgets.
Ensure efficient utilization of project resources and timely implementation of activities.
Identify operational challenges and recommend practical solutions to ensure project effectiveness.
4. Reporting, Documentation and Analysis
Prepare high-quality technical reports, donor reports, project updates, and internal progress reports.
Review and analyze programme reports to ensure accuracy and completeness.
Maintain proper documentation including project files, technical drawings, assessment reports, photographs, and monitoring records.
Support the development of case studies, success stories, and communication materials.
5. Monitoring, Evaluation and Quality Assurance
Conduct regular field monitoring visits to assess project progress, quality, compliance, and impact.
Establish monitoring systems and indicators to track programme performance.
Identify gaps and ensure corrective actions are implemented.
Ensure programme activities follow organizational policies, donor compliance requirements, and humanitarian quality standards.
Support assessments, evaluations, and learning processes.
6. Coordination and Communication
Represent the organization in relevant WASH and Shelter coordination meetings, technical working groups, and stakeholder forums.
Coordinate with government authorities, humanitarian actors, UN agencies, and partner organizations.
Maintain effective communication with donors and external stakeholders regarding programme progress and challenges.
Collaborate with communication teams to develop project profiles, updates, and visibility materials.
7. Team Management and Capacity Building
Provide leadership, supervision, and technical guidance to WASH/Shelter team members.
Support staff development through coaching, mentoring, and performance management.
Set clear objectives for team members and monitor performance against agreed targets.
Promote teamwork, accountability, safeguarding, and professional standards.
