Job Context:
∎ Handicap International (Humanity & Inclusion) is inviting applications from development professionals, willing to serve as a Warehouse Officer, Under the direct supervision of Project Manager, the Warehouse Officer will ensure good management of the partner requested stock movement and will ensure safety and security of cargo and people associate with operations response to COVID-19 for Atlas Cox’s Bazar platform.
∎ In response to the massive influx of refugees, HI also set-up an emergency intervention responding to the needs of thousands of refugees. Multi-sectorial mobile teams are currently working in the “mega camp”, providing services in rehabilitation, health, protection and PSS. Because of the extremely vulnerability of certain persons, the mobile intervention helps reaching people forgotten by static activities. HI is also providing kits (shelter, NFI, WaSH, dignity, dry food) through a dedicated team in order to have a more integrated approach and respond to the needs of new arrivals.
∎ Through its brands ATLAS logistics, HI set-up two storages in Ukiya and Teknaf and is facilitating safe and secure transport to support other actors in their intervention. Additional storage capacities at Cox’s Bazar has introduced with ensuring the safe working environment to enhance the capacity of humanitarian actors contributing to the response to the COVID-19 outbreak.

∎ Line Manager - Atlas Storage Project Manager

Job Responsibilities:
∎ RESPONSIBILITY 1: ENSURING THE PROPERLY ACCOMPLISHMENT OF STORAGE SERVICE REQUESTS
∎ Ensure all of the storage documents (reception note, delivery note, stock card etc.) are prepared properly by Warehouse Assistant for each stock movement.
∎ Ensure that the quality and quantity of goods are checked before they are received and stored.
∎ Ensure that procedures are followed during the storage of goods.
∎ Maximize the use of the surface area.
∎ Coordinate with partner to ensure the good management of cargo/stock movement.
∎ Follow up the percentage of available space for new storage and percentage of current occupancy by individual partner.
∎ Draft and forward weekly operational plan based on verified and accepted request, in line with project manager.
∎ Forward operational plan and provide direction to Warehouse Assistant.
∎ Compile and archive documents of completed request in liaison with the project manager.
∎ RESPONSIBILITY 2: STORAGE AREA MAINTENANCE, GOODS SAFETY AND SECURITY
∎ Ensure the cleanliness of the storage platforms.
∎ Ensure security of the storage area and goods in line with PM.
∎ Provide Personal Protective Equipment to handlers and brief them to safety rules.
∎ Follow up security guards attendance.
∎ Immediately notify any security breaches to line manager.
∎ Assist PM to ensure quality of ongoing renovation and new construction activities.
∎ RESPONSIBILITY 3: HUMAN RESOURCES MANAGEMENT/MANAGE OPERATIONAL TEAM
∎ Manage Warehouse Assistant who assigned at newly installed storage platforms at Cox’s Bazar.
∎ Develop action plan and set objectives for assistant and conduct regular appraisal.
∎ Ensure that newly hired daily workers understand and apply the rules of the HI as long as they are inside the enclosure.
∎ Ensure that the personnel under his responsibility understand and apply HI's internal regulations, procedures and safety rules.
∎ Evaluate needs for staffing, equipment and materials and communicate these them to his line manager
∎ Create a daily worker pool and develop contact list for new storage hub at Cox.
∎ Prepare daily worker contracts and submit them for collection of signatures to the authorized person at HI.
∎ Ensure regular training on PPE, sanitizations, first aid, posture and gesture etc.
∎ Finalize daily worker payment documentation in line with PM, and coordinate and FU with finance
∎ Lead cyclone preparedness drill (erecting and remounting MSU skin, stack preparation, emergency sign and symbols, pre preparation during cyclone etc.)
∎ RESPONSIBILITY 4: REPORTING
∎ Forward regular activity report to line manager
∎ Prepare the monthly inventories and monthly stock reports, in liaison with the PM.
∎ Assist PM to prepare donor report
∎ Database follow up timely (Operational, daily worker and internal stock)
∎ Assist partner/PM during internal audit.

Additional Requirements:
∎ Age 25 to 60 years
∎ 2 years’ experience of working in storage sector/Logistics (NGO or private company)
∎ Good command in English language mandatory
∎ Excellent IT skills (Windows, Excel) mandatory
∎ High logical and analytical capacity
∎ Competence in calculating volumes and weight
∎ Capacity to manage team, while strengthening their competences and autonomy
∎ Forward planning and decision making
∎ Stress-resistant and strong organisation and planning skills
∎ Experience with NGO and real motivation for working in humanitarian sector

Salary: Tk. 52731 - 55881 (Monthly)
