Educational Requirements:

Job Context:
∎ Purpose of the Assignment is to support and work for LGED to develop the Project Readiness Assistance (PRA) to prepare an agreed project design and Feasibility Study, inclusive of the preparation of a sizeable number of infrastructure sub-projects for the 4th Urban Governance and Infrastructure Improvement (Sector) Project.

Job Responsibilities:
∎ The duties and responsibilities of the Urban Governance Specialist will include, but not limited to the following:
∎ i) Work with group under Project Management;
∎ ii) Review all UGIIP–III related documents including urban management policy statement (1999), Local Government (PSs ) Act, 2009, SFYP, ADB policy documents relevant to urban governance improvement and capacity development and assist the PMU, regional level and PIUs in effective, efficient and successful implementation of Urban Governance and Improvement Action Plan (UGIAP);
∎ iii) Review the performance-based implementation approach for the appropriateness of multiple phases, contribute in analyzing UGIAP and performance criteria/activities and recommend adjustments for assessing the performance of the PSs;
∎ iv) Review and suggest implementation arrangements of the ensuing project including fund allocation mechanism from the central government to target PSs in such a way to incentivize PSs, and prepare the system and templates for performance assessment;
∎ v) Assist the LGO in undertaking the first performance assessment of all target PSs during project start-up phase, and guide and supervise, in collaboration with TL and DTL, the work of the mobile support team to ensure intended objectives of capacity support to target PSs are achieved;
∎ vi) Maintain close liaison with all Current UGIIP-3 consultants (including MDS & GICD) and consultants of other urban sector projects of LGED, especially with the consultants of NOBIDEP financed by JICA, the World Bank funded MGSP and ADB funded CCTIIP And CTEIP;
∎ vii) Collect and maintain relevant data related to UGIAP implementation, analyze the level of performance, pin-point and highlight the outcome and issues in monthly, quarterly, annual and mid–term reports to be used as tools and guidance for further course of action by PMO;
∎ viii) Collect good practices of PSs in various sectors, prepare documented report and use these for horizontal learning, and assist PMU in conducting initial, intermittent and final socio-economic survey, scrutinize at submit report to PMU;
∎ ix) Ensure implementation of all other activities as defined in the scope of work pertaining to this ToR;
∎ x) He will contribute significantly in survey, selection of sub-projects, preparation of design, drawing & engineers estimate, BoQ, environmental and social safeguards reports, reparation of SPARs and tender documents etc.;
∎ xi) Perform in a strictly time bound manner in total adherence to the qualitative and quantitative requirements of the project vis a vis consulting assignment and ought to remain cautious so as to ensure that there is no unjustified time or cost over-run.
∎ Perform any other relevant duties as may be required by the management.

Additional Requirements:
∎ Minimum 15 years of work experience
∎ Minimum 10 years in the field of local government administration, governance, Capacity building of local governments, financial management or related activities on urban development. Experiences having related to municipal governance improvement and capacity development in developing countries will be given preference.
∎ Experience in working with international organizations/agencies and LGED Highly preferred

Salary:
∎ Practical Action will pay a consolidated amount for the whole contract, including VAT, Tax to Individual Consultant(s) and associated field travel including food, accommodation, per diem and consultation meetings and workshops. The consulting Firm(s)/ Individual Consultant(s) will be paid 5% of the agreed amount upon signing contract and remaining 90% over 18 instalments through period upon completion of deliverables and rest 5% upon completion of the assignment / or as stated by the donor.
