Job Context:
∎ Eco-Social Development Organization (ESDO) started its journey in 1988 with a noble vision to stand in solidarity with the poor and marginalized. Being a peoples` centered organization, ESDO envisioned for a society which will be free from inequality and injustice, a society where no child will cry from hunger and no life will be ruined by poverty. Near about three decades of relentless efforts to make this happen, ESDO has embraced new grounds and opened up new horizons to help the disadvantaged and vulnerable people to bring meaningful and lasting changes in their lives. During this long span, ESDO has adapted with the changing situation and provided the most time-bound services especially for the poor and disadvantaged. A community focused and people centered approach has been adapted by ESDO while consideration was given to the national policy and Sustainable Development Goals (SDGs) as its guiding principle. ESDO is one of the most dynamic organizations expanding its development interventions across 273 upazilas under 49 districts of Bangladesh covering over 8.46 million poor and vulnerable people.

∎ ESDO is going to implement a project on Local Nutrition Governance named Joint Action for Nutrition Outcome (JANO) project through supported by CARE Bangladesh and funded European Commission. ESDO is currently looking for Upazila Manager. JANO will build the capacity of Union Development Coordination Committees, Upazila Nutrition Coordination Committees, and District Nutrition Coordination Committees, enabling better implementation of nutrition action plans, where duty bearers are held accountable to citizens for commitments and services. The project will focus on empowering Community Support Groups, build capacities of UDCCs, UNCCs and DNCCs to be responsive to the needs of communities, and develop multi-sectoral nutrition action plans under this project, ESDO will work with the Government of Bangladesh (GoB) at the national, regional and local levels, to support the effective implementation of the National Plan of Action for Nutrition (NPAN). This will work at multiple levels of local government institutions and line departments, specifically with the Nutrition Committees at the district, upazilla and union levels - focusing on strengthening local nutrition-governance mechanisms, and scaling-up multi-sectoral nutrition-sensitive programming. The project will facilitate developing solutions emerging from communities, government line departments, and from the private sector. This project will replicate proven best practices and take to scale innovative local governance models for better nutrition. The project intends to impact on several of the core challenges faced by two districts (Rangpur &Nilphamari) in North-West region of Bangladesh

∎ The Upazila Manager (UM) is responsible for supervising and supporting the Field Facilitators to ensure integration of purposes and quality implementation of JANO project activities in the field. The UM will lead the project at upazila level. S/he will work for quality implementation, coordination, liaisons, staff development, project impact and monitoring and result measurement. UM will ensure the demand driven innovations and interventions. S/he will ensure proper talent management, talent review, and talent retention and uphold ESDO`s approach to gender and diversity and the core values and the basic principles, followed by ESDO. The Upazila Manager is based at Upazila Office, with approximately 80% time in field travel.

Job Responsibilities:
∎ Main role and responsibility of Upazila Manager (UM) is responsible for supervising and supporting the Field Officer (Operation) and Field Officer (School) to ensure integration of purposes and quality implementation of JANO project activities in the field.
∎ The UM will lead the project at upazila level. S/he will work for quality implementation, coordination, liaisons, staff development of Volunteers, project impact and monitoring and result measurement. UM will ensure the demand driven innovations and intervention.
∎ S/he will ensure proper talent management, talent review, and talent retention and uphold ESDO's approach to gender and diversity and the core values and the basic principles, followed by ESDO.
∎ Lead the Upazila team and manage overall project from JANO project.
∎ Provide support to Upazila team to quality and timely implementation.
∎ Planning, Organizing & conducting different type training, meeting & workshop at Upazila and field level.
∎ Arrange & conduct monthly & bi-monthly meeting with the FO's and Volunteers.
∎ Conduct/organize Upazila level Bi-monthly UNCC & WATSAN meeting.
∎ Coordinate upazila level govt. department and stake holders;
∎ Coordinate and make a liaison with Service providers;
∎ Make a linkage with upazila level govt. and non govt. and private service providers;
∎ Supervise the staffs and to ensure the quality of activities at Upazila level through coaching, supervision.
∎ Monitoring and Follow-up the quality of activities at Upazila and Union level
∎ Monitor CSG, UDCC, SMC meeting and make effective;
∎ Regular field visit and identify bottlenecks and provide necessary guidance to FO's and Volunteers.
∎ Upazila level progress & prepare report and submit to APM;
∎ Provide technical support to FO's and Volunteers to prepare Annual Nutrition Action Plan of UDCC & CSG's and SMC.
∎ Organize monthly staff coordination meeting with FO's for review progress, activity plan and budget expense.
∎ Provide technical support to FO's and Volunteers timely to complete the regular activities;
∎ Tracking the activity progress and guide staff taking progress on track;
∎ Assist to APM on planning, reporting and documentation..
∎ Perform any other assignment designated by Assistant Project manager (APM) time to time.
∎ Analysis:
∎ analyze the existing social and power structure of the community;
∎ analyze the achievement against project goal and objective and provide feedback;
∎ Coordination:
∎ Coordinate with all the FO's and Volunteers of the project in the Upazila for better result;
∎ coordination with the project participants, community people, local elites, community leaders, local Govt. representatives and stakeholder of the project;
∎ Field Visit:
∎ Prepare field visit schedule at beginning of the month and submit to the Regional Project Manager;
∎ 80% time for field work for supervision of ongoing activities and motivation to FO's and Volunteers for better achievement;
∎ Reporting:
∎ Assist APM to prepare weekly Updated report, Monthly Performance reports, Event report and other need based periodic report;
∎ Documentation:
∎ Assist APM for Documentation of all ongoing activities and keep records in a systematic manner;
∎ Upazila Manager (UM) will also carry out any other duties as assigned by the APM and Senior Management of the Organization.

Additional Requirements:
∎ Age 30 to 45 years
∎ Both males and females are allowed to apply
∎ Minimum 5 years of professional experience in development projects/programs.
∎ Good communication, report writing and presentation skills both in Bangla and English.
∎ Experience in rural development work, specifically in the area of evaluating social and impacts as they affect disadvantaged groups, particularly women and children.
∎ Experience of working with communities in participatory approaches.
∎ Good networking and liaison skills with national government departments, nutrition and governance platforms and private sector in nutrition specific and sensitive service delivery
∎ Willing to drive motorcycle & should have valid driving license

Salary:
∎ Monthly gross salary BDT 32,500/-

Compensation & Other Benefits:
∎ Festival Bonus: 2(Yearly) equivalent to 50% of monthly gross salary.
