Organizational Background: Prantic Unnayan Society (PRANTIC), Bangladesh is a national-level non-political voluntary development organization. Established in 1998, the organization has been working in the areas of education, health, livelihood and self-reliance, water, sanitation and hygiene (WASH), climate-smart agriculture, skills development, employment & marketing, local governance and human rights, disaster response as its major programs.
Recently, as an implementing partner of BRAC and with funding support from the World Bank, under the Ministry of Youth and Sports of the Government of the People’s Republic of Bangladesh, the Department of Youth Development (DYD) has undertaken a 30-month project titled “Bangladesh Economic Acceleration and Resilience for NEET (EARN).” The objective of this project is to enhance the skills, alternative education, entrepreneurship development, and employment opportunities of rural youth who are Not in Education, Employment, or Training (NEET), especially young women.
Under this project, PRANTIC intends to recruit and prepare a waiting list for the position of “Community Mobilizer, for project implementation in all unions of Saidpur, Jaldhaka, and Dimla Upazila of Nilphamari district under the Rangpur package.

MAJOR RESPONSIBILITIES
Responsibility #1: Strategic Coordination and Stakeholder Management
● Manage and lead programme-related functional relationships with government officials, specifically the Upazilla Youth Development Officer (UYDO) and the Upazilla Nirbahi Officer (UNO).
● Coordinate internally with the project team to ensure a unified approach to project delivery.
● Serve as the primary focal point for the Upazila Project Implementation Committee to ensure administrative support and local government buy-in.
● Act as the lead representative for the programme at the local level, maintaining professional relationships with international/local NGOs, community leadership, and visiting donor teams.
Responsibility #2: Operational Excellence, Financial Oversight, and Data Integrity
● Ensure an effective monitoring system is in place to achieve strict programme targets regarding NEET youth mobilization, enrollment, and training completion.
● Uphold sound financial management and "Value for Money" (VfM) principles for all project activities, ensuring transparency in procurement and resource allocation.
● Direct the management and daily operation of Village Level Training Centers (VLTCs) by actively engaging community members, local government, and civil society.
● Organize and facilitate upazila-level meetings, workshops, seminars, and training sessions in collaboration with DYD and preserve all administrative records.
● Enforce rigorous data discipline by ensuring all project data is entered into the MIS online portal accurately as the primary data generation point, maintaining verified physical documentation for audits.
Responsibility #3: Youth Mobilization, Inclusion, and Training Quality
● Lead the identification and selection process of NEET (Not in Education, Employment, or Training) youth, ensuring the project meets its inclusivity mandate (specifically targeting 50% female participation and inclusion of PWDs/marginalized groups).
● Supervise the quality of competency-based training delivery at the VLTCs to ensure they meet the standards set by the National Skills Development Authority (NSDA) or DYD.
● Monitor the performance of trainers and community mobilizers, providing technical guidance to ensure the curriculum is delivered effectively and trainees remain engaged.
● Oversee the distribution of stipends and training materials to beneficiaries, ensuring they reach the intended recipients without delay.
Responsibility #4: Post-Training Support, Job Placement, and Reporting
● Drive the transition of graduates into the labor market by establishing linkages with local industries, chambers of commerce, and micro-finance institutions for self-employment.
● Supervise the "Job Placement" and "Apprenticeship" components at the upazila level, ensuring high transition rates from training to active employment.
● Prepare and submit comprehensive monthly and quarterly progress reports (MPR/QPR) to the District Manager, detailing achievements, challenges, and mitigation strategies.
● Ensure the implementation of the Environmental and Social Management Framework (ESMF) and the Grievance Redress Mechanism (GRM) at the community level to maintain project safeguarding standards.
