Additional Requirements:
  • Age 25 to 50 years
  • Bachelor’s degree or Degree Pass Course, preferably in Social Science, Development Studies, Business Administration, or relevant disciplines from any reputed university.

  • Minimum 1-3 years’ experience in a humanitarian/development context (especially in project-relevant components) in providing training, facilitating sessions, and/or coaching and mentoring participants.

Technical Expertise, Skills, and Knowledge Essential:

• Sound knowledge of Bangladesh's political, environmental, and social context, livelihood situation, and challenges, especially in the Cox’s Bazar districts.

• Proven experience in areas such as climate-resilient livelihoods, disaster risk reduction, gender equality, SRHR, child protection, community empowerment, and private sector engagement with vulnerable communities.

• Demonstrated skills in community engagement, training facilitation, workshop facilitation, and market linkage development.

• Excellent organizational skills and understanding of basic monitoring and evaluation processes and procedures, and how to support MEL activities and utilise MEL information to improve programming.

• Strong team supervision and leadership capabilities.

• Good knowledge and understanding of Do No Harm principles and other humanitarian standards.

• Good understanding of Gender, Gender Based Violence, and prevention.

• Good understanding of child safeguarding and equality for girls.

• Knowledge and understanding of FIVDB’s vision, mission values.

• Strategic thinking to address challenges and achieve goals efficiently.

• Ability to work under pressure and meet tight deadlines.

• Strong Bangla communication skills and basic English verbal and written skills.

• Fluency in Chittagonian/Cox’s Bazar local language will be an added advantage.

Responsibilities & Context:

Project Context:

Friends in Village Development Bangladesh (FIVDB), in partnership with Plan International Bangladesh, is implementing the “Climate-Safe Communities: Strengthening Climate Resilience to End Early Marriage in Bangladesh” project under DFAT’s ANCP program, which aims to strengthen climate resilience and reduce child, early, and forced marriage (CEFM) through gender-transformative approaches. It is targeting five high-risk unions of Chakaria Upazila, Cox’s Bazar, where it will empower adolescent girls, women farmers, and marginalised youth by promoting gender-transformative, climate-resilient livelihoods through education, climate-smart agriculture, disaster preparedness, and community engagement, focusing on food security, climate adaptation, and reproductive rights. The project period is from 01 July 2025 to 30 June 2027, and the role may be regularized after completion of three (3) months probation period.

The Union Supervisor will be based in FIVDB’s Field Office in Chakaria Upazila, with frequent travel to target host communities, and will manage and track program activities against the Detailed Implementation Plan (DIP), managing for results in terms of program service delivery, data collection, documentation, and community engagement. This role involves management of frontline staff, supporting operational needs, and collaboration with technical leads and officers. S/he will represent the project at the community level by building rapport with local leaders and community members, supporting participant selection and group formation, facilitating group sessions, conducting training, coaching and mentoring participants, and assisting with data collection and monitoring to track progress.

Key responsibilities include:

Key Area 1: Planning and Programme Implementation

• Support to project’s outcomes on climate resilience, SRHR, and child marriage prevention, and monitor progress as per the Detailed Implementation Plan (DIP).

• Assist in preparing weekly/monthly/quarterly work plans in accordance with the project DIP plans and align staff schedules.

• Provide oversight of frontline staff engaged in the project implementation aligned with the workplan, budget, and donor agreement.

• Act as a primary point of contact for Union-level stakeholders, including local government and traditional leaders, facilitating program support and addressing community concerns.

• Support the SRHR Officer, DRR Officer, and Livelihood Officer to carry out their respective field activities.

• Ensure logistics support coordinating with the supervisor for conducting various training and sessions.

• Provide timely information to support tracking and monitoring of progress against work plans to ensure that all activities are on track in terms of the number of sessions planned/conducted, etc.

• Ensure that frontline staff receive appropriate tools, guidance, and compliance training.

• Lead monthly meetings with frontline staff to track progress, identify challenges, and mobilize team support.

• Share meeting minutes from union-level coordination meetings, noting action points and updates.

• Support the establishment and functioning of eco-clubs in schools, ensuring support to develop modules on climate change, SRHR, and DRR.

• Lead group formation for the relevant activities in project areas.

• Conduct sessions with men on unpaid care work, access & control over resources, CEFM & women’s participation in the decision-making process.

• Support cluster-based agricultural training sessions held for the adoption of climate-smart practices.

• Support to form/activate Ward Disaster Management Committees (WDMCs).

• Support in organizing union-level learning sharing and project review events.

• Work closely with FIVDB’s internal departments, including HR, Finance, Admin, and Logistics, to ensure projects are appropriately resourced and project activities are delivered.

• Contribute to the creation of an inclusive and gender-sensitive work environment.

• Any other tasks assigned by the Supervisor.

Key Area 2: Community Engagement and Capacity Building

• Support to identify and select target participants in the targeted locations.

• Support to arrange community-based events- dialogues, advocacy meetings, and awareness and peacebuilding sessions, etc.

• Conduct regular learning, sharing, and accountability sessions to gather feedback and drive continuous improvement.

• Identify gaps and take initiatives to strengthen staff and volunteer capacity through on-the-job coaching.

Key Area 3: Monitoring, Reporting, and Documentation

• Support to develop a robust Monitoring, Evaluation, Accountability, and Learning (MEAL) plan.

• Facilitate accurate and timely data collection and entry using a smartphone/tablet.

• Conduct regular field visits, document and report any issues observed during field visits that may impact program implementation or compliance.

• Ensure thorough documentation of FIVDB’s project experiences and lessons, including success stories, supported by photos, videos, and relevant annexes.

Key Area 4: Administrative & Financial Management

• Initiate certification from the local authority and contact with relevant government authorities.

• Support in preparing a costed work plan and provide support to revise the budget

Key Area 5: Coordination

• Promote linkages with relevant government departments, private sectors, and market actors to expand opportunities in local/national/international markets.

• Collaborate with educational authorities (DSHE) & SMC to integrate comprehensive SRHR, CEFM, DRR, and climate change education into schools’ co-curricular.

• Collaborate with relevant stakeholders at community levels.

• Other representation as required.
