Job Context:
∎ Helen Keller International (HKI), Action Against Hunger (ACF) and implementing partner (IP) will work in the proposed project area to ensure the vulnerable households are adequately covered while avoiding overlapping. HKI with ACF and IP will take initiative to identify gaps in livelihood recovery efforts and collaborate with other projects to minimize the gaps. At the end of the proposed project, HKI together with ACF &IP will try to explore avenues for linking the project beneficiaries to next level of development programs such as short-term economic recovery in order to support them for longer-term economic growth. Furthermore, the project will coordinate with Food Security Sector (FSS) and Cash Working Group (CWG) in Cox`s Bazar as well as government authorities on a regular basis.
∎ HKI is seeking qualified candidates for the following positions for its FFP.
∎ Job Location : Cox`s Bazar (any of the working upazilas)
∎ Reporting to : Livelihoods Specialist - FFP Project
∎ Duration : The expected project period is through March 2021; start date in November/December 2019.
∎ Scope of Work: The Technical Officer-Livelihoods will ensure that the Food Security and Livelihoods activities in the FFP emergency response project are implemented with the maximum efficiency and professionalism to bring about a positive change in the lives of the beneficiaries, through providing constant support to the assigned partners.
Job Responsibilities:
∎ Coordinate the implementation of food security and livelihood projects/interventions in the FFP project.
∎ To plan and follow the activities of the FFP project with the team such as field assessments, IGA, market price monitoring, and distribution of livelihood inputs (agricultural seeds & tools), implementation of trainings for food production and development for livelihood activities.
∎ Responsible for monitoring the impact of the project, support decision making and promote learning through documentation of best practices and follow up of necessary adjustment (Change management).
∎ Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures.
∎ Assist to cash assistance in community selection, beneficiary selection and registration, preparing beneficiary database, and verification of beneficiaries.
∎ Arrange training for the field staff from Implementing Partner (IP)
∎ Identify and assess the suitable IGA, cash feasibility and risk assessments
∎ Assist MEAL team in collecting data from the field and preparing reports
∎ Assist the livelihoods specialist to manage and implement project activities on timely manner.
∎ Any other responsibilities assigned by the Supervisor.
Additional Requirements:
∎ Job related experience and knowledge
∎ 3 years of experience in similar position preferably in horticulture, livelihood recovery and food security development program.
∎ Demonstrated facilitation and training experience.
∎ S/he should have work experience in the area of participatory program planning, management, monitoring, and evaluation.
∎ S/he should have experience of working through partners (program partners, local NGOs and GoB).
∎ Should have experience of managing food security and livelihood activities at a rural household and farm level.
∎ Experience working with Government and Non-government stakeholders including the implementing partners.
∎ Excellent interpersonal communication skills, fluency in spoken and written English is given priority.

To achieve this objective, HKI is working in partnership with CRS, CARITAS Bangladesh, five local implementing partners, individuals, communities, traditional institutions and the Government of Bangladesh to affect enduring positive change by addressing immediate needs while investing in the future of food security and resilience.
