Experience:
Bachelor’s or Master’s degree in Agriculture, Agronomy, or a related field.
Experience Requirements –
3-5 years of experience in agriculture extension, climate-smart farming, or rural livelihoods projects.
Knowledge of integrated pest management, agroforestry, and sustainable irrigation methods.
Experience working with refugee and host communities is an asset.
Strong analytical, problem-solving, and facilitation skills.
Proficiency in Bangla and Chittagonian; knowledge of Rohingya language is an advantage.
Proven experience in designing and implementing income-generating activities and enterprise development projects.
Knowledge of market systems, vocational training, entrepreneurship, and value chain development.
Experience working with youth, women, and marginalized groups in humanitarian or development contexts.
Strong facilitation and community mobilization skills.
Excellent written and verbal communication skills in Bangla and English.
Computer proficiency (MS Office; knowledge of digital tools for market linkages an advantage).

Organizational Brief: The Center for Natural Resource Studies (CNRS) is a prominent environmental non-governmental organization (NGO) in Bangladesh, established in 1994. Since its inception, CNRS has actively engaged in its mission and has garnered recognition from various local, national, and international stakeholders, including government bodies and funding agencies, by showcasing innovative approaches and delivering significant learning outcomes.
Background: The FCDO Resilience and Adaptation Fund (RAF) project is funded by the Foreign, Commonwealth and Development Office (FCDO) and implemented with the technical support of the International Rescue Committee (IRC). It aims to improve access to food security, livelihoods, and resilience for vulnerable host community and refugee households in Bangladesh. With over 1 million Rohingya facing security threats, limited services, and economic challenges, the project will envisages to improve the livelihoods of economically vulnerable host and refugee communities and strengthen their resilience in the face of climate or economic shocks. At the individual level, the project will deliver market-relevant skill-building and strengthen income-generating capabilities of refugee and host communities practicing off-farm livelihoods, with a focus on building Green Skills. The project will also advocate with Camp in Charges (CiCs) to allow a pilot of a small market formalization component in the refugee camps. Food-insecure refugee and host community households will receive training on climate-smart agriculture, climate-smart livestock and refugees will receive training on climate-smart kitchen gardening to support the production of nutritious foods, acquire knowledge about food preparation and preservation. Host community farmers will receive market information and coaching to access and strengthen links with the local market actors. The livestock owners will be supported to access innovative livestock management services and insurance through training and linkages with private digital livestock service provider, which will help mitigate the impact of climate-induced disasters. At the community level, Locally Adapted Plans of Action (LAPA) will be developed in the areas most affected by climate change.
Job Purpose: The Technical Officer- Livelihood will provide technical guidance, supervision, and support in the design and implementation of livelihood and skills development activities. The incumbent will promote entrepreneurship, financial literacy, vocational training, and market linkages to enhance self-reliance and resilience of vulnerable groups in both host and refugee communities.
Job Description / Key Responsibilities
Design and implement livelihood activities, including vocational/green skills training and business start-up support.
Facilitate entrepreneurship development programs, including financial literacy and business management training.
Support provision of business start-up kits, tools, and inputs to selected youth, women, and marginalized groups.
Promote livelihood diversification strategies (e.g., handicrafts, solar repair, waste management, soap production, sustainable agriculture).
Ensure livelihood interventions are inclusive, climate-sensitive, and market-driven.
Conduct market assessments to identify demand-driven livelihood opportunities.
Facilitate partnerships with private sector actors, producer groups, and cooperatives.
Organize linkage events and exposure visits to connect beneficiaries with buyers, suppliers, and service providers.
Strengthen value chains and promote sustainable access to climate-smart technologies and services.
Conduct training sessions, workshops, and orientation for project staff, volunteers, and community groups on livelihoods and entrepreneurship.
Provide mentoring and technical backstopping to youth entrepreneurs and producer groups.
Promote women’s economic empowerment through targeted livelihood opportunities and inclusion strategies.
Support development and application of monitoring tools for livelihood interventions.
Collect and analyze data on income generation, skills development, and market linkages.
Document lessons learned, success stories, and best practices in livelihood programming.
Prepare monthly and quarterly reports for submission to CNRS, IRC, and donors.
Coordinate with Union Parishads, CiCs, and relevant government departments (Youth Development, Women’s Affairs, Social Services, etc.) for alignment with local priorities.
Actively participate in local coordination forums related to livelihoods and skills development.
Foster partnerships with NGOs, training institutes, and financial service providers to maximize impact.
