Experience:
Master’s degree in social sciences, Economics, Development Studies or a relevant discipline.
Minimum 5 years of professional experience in the NGO sector.
Proven experience in community development, social empowerment, livelihood development, rights-based programming, climate change adaptation, environmental protection, and disability inclusion.
Experience working with national and/or international development organizations.

Proficiency in Microsoft Office applications, including MS Word, Excel, and PowerPoint.
Motorcycle driving skills with a valid driving license.

About the Position
PCC is seeking applications from qualified and experienced professionals to lead the implementation of the Initiative for Human Rights and Environmental Protection (IHREP) project funded by European Union. The Project Manager will be responsible for overall project planning, implementation, coordination, monitoring, reporting, partnership management and stakeholder engagement while ensuring compliance with donor and organizational requirements.
Employment Status: Full-Time (Renewable annually subject to project duration and performance)
Workplace: Office-based with frequent field visits
Key Responsibilities
Project Planning and Implementation
Develop and oversee project plans, budgets, MEAL activities, and procurement processes in collaboration with technical teams and the purchase committee.
Ensure effective project implementation, monitoring, and compliance with donor and organizational policies and procedures.
Track project progress, expenditures, and deliverables against approved plans and budgets.
Facilitate coordination meetings, review sessions, and stakeholder consultations.
Define project scope, objectives, deliverables, timelines, and milestones.
Partnership Management
Develop and manage MoUs and contracts with project partners.
Review partner proposals and ensure effective coordination and collaboration.
Conduct regular field monitoring visits and support partners in implementing recommendations.
Organize learning events, workshops, and capacity-building initiatives.
Support documentation, policy development, and advocacy engagement.
Networking and Advocacy
Establish and maintain relationships with relevant government agencies, NGOs, networks, and stakeholders.
Promote cross-learning and collaboration among partners and stakeholders.
Participate in advocacy initiatives and maintain linkages with policymakers and development actors.
Team Management
Lead and supervise project staff and consultants.
Assign responsibilities, monitor performance, and provide technical guidance and support.
Foster teamwork, resolve conflicts, and promote a positive work environment.
Stakeholder Communication
Maintain regular communication with donors, partners, beneficiaries, and other stakeholders.
Ensure stakeholders are informed of project progress, achievements, risks, and challenges.
Manage stakeholder expectations and strengthen collaborative relationships.
Risk and Safeguarding Management
Identify project risks and develop mitigation and contingency plans.
Monitor risks throughout the project lifecycle and take corrective action as required.
Ensure safeguarding principles are integrated into all project activities.
Promote a safe working environment free from abuse, neglect, harassment, and exploitation.
Provide guidance and support on safeguarding compliance and implementation.
Budget and Resource Management
Prepare and manage project budgets and financial forecasts.
Monitor expenditures and ensure efficient utilization of resources.
Ensure compliance with organizational financial policies and donor requirements.
Quality Assurance and Monitoring
Ensure project activities and outputs meet quality standards and project objectives.
Conduct regular reviews and implement quality improvement measures.
Monitor progress against approved work plans and performance indicators.
Undertake frequent field visits (minimum 50% of working time) to monitor implementation and address emerging challenges.
Change Management
Manage changes in project scope, timelines, and budgets.
Assess and communicate the implications of changes to relevant stakeholders.
Ensure effective implementation of approved changes.
Documentation and Reporting
Maintain comprehensive project documentation, including plans, reports, and records.
Prepare and submit timely narrative and progress reports.
Document lessons learned, best practices, and success stories.
Contribute to project proposal development and resource mobilization efforts.
Project Closure and Evaluation
Ensure successful completion and acceptance of project deliverables.
Conduct project evaluations and post-project reviews.
Archive project documentation and disseminate key learning outcomes.
