Technical Expertise, Skills, and Knowledge Essential:

• Experience in programs, including agriculture, market linkage, life skills training, private sector engagement with refugees or vulnerable communities.

• Expertise in designing training modules, tools, and materials for agriculture, DRR and social cohesion programs.

• Strong knowledge of humanitarian principles and food security activity standards in emergency contexts..

• Demonstrated skills in community engagement, training facilitation, workshop facilitation and market linkage development.

• Excellent organizational and monitoring skills for effective program implementation.

• Experience collaborating with partners to achieve program objectives.

• Strong team supervision and leadership capabilities.

• Good knowledge and understanding of Do No Harm principles and other humanitarian standards.

• Comprehensive understanding of the Humanitarian architecture of the Rohingya Response its operating and regulatory environment.

• Good understanding on Gender, Gender Based Violence and prevention.

• Good understanding on child safeguarding and equality for girls.

• Knowledge and understanding of FIVDB’s vision, mission values.

• Strategic thinking to address challenges and achieve goals efficiently.

Responsibilities & Context:

Project Context: Friends in Village Development Bangladesh (FIVDB) is implementing the Increasing women's resilience in communities impacted by Rohingya influx Project with the Rohingya and Host communities under its Humanitarian Preparedness and Response program, Cox’s Bazar, with the support of Christian Aid. Project duration is 1st September 2025 to 31st August 2026 (to be extended subject to the provision of project extension afterward). The position will be recruited for implementing the project based at the Field office at Ukhiya & Teknaf with substantial field activities at different camps and host communities at Ukhiya and Teknaf. The job may be regularized after the completion of 3 months of services under FIVDB.

Project Responsibilities: The Technical Officer will be responsible for ensuring quality delivery of agriculture training, peacebuilding activities, climate-smart practices, and DRR training, and giving follow-up support with the technical aspects of the project. The key role is to work day to day with the field team, building their capacity in program implementation with support from the Project Manager. S/he will support the design, implementation, and monitoring of proposed activities, working closely with the team to ensure quality program delivery.

Key responsibilities include:

Key Area 1: Planning and Programme Implementation

• Develop annual and quarterly Detailed implementation plans (DIPs) for project interventions under the Project Manager’s supervision.

• Develop training modules for self-reliance, peacebuilding, and social cohesion activities, including climate-smart agriculture, nutrition-sensitive kitchen gardening, and work readiness skills.

• Ensure timely execution of planned activities, aligning with donor regulations and FIVDB’s principles.

• Support the creation and updating of Detailed Implementation Plans (DIPs), procurement plans, and distribution schedules for input support.

• Deliver Training of Trainers (ToT) for facilitators and volunteers on self-reliance and livelihood skills, and peacebuilding approaches.

• Facilitate the establishment of connections with local markets, vendors, and market actors.

• Monitor program progress against targets while also sharing the reports with the Project Manager and MEAL officer.

• Conduct regular follow-up and monitoring to ensure effective and efficient implementation of livelihood interventions, addressing critical issues promptly.

• Strengthen networks among partners, stakeholders, and youth participants.

• Provide supervision and coaching to the livelihoods team to ensure the quality of day-to-day activities, make the effective use of delivered input support, promote business sustainability, and mitigate risks.

• Assist the Project Manager in developing annual and quarterly budgets for livelihood interventions.

• Conduct regular life skills training and climate-smart homestead gardening in the targeted camps and host locations.

• Conduct a session on gender, peacebuilding, and enhancing social cohesion between camp and host communities.

• Conduct sessions on Disaster Risk Reduction (DRR), developing household-level preparedness and response plans, and climate change adaptation (CCA).

Key Area 2: Community Engagement and Capacity Building

• Identify and select target participants (vulnerable young women) in the targeted camps and host locations using participatory approaches.

• Organize and conduct training sessions for community groups, women, and youth on sustainable practices.

• Support the arrangement of community dialogues, advocacy meetings, and awareness sessions on disaster preparedness and peacebuilding activities.

• Conduct regular learning, sharing, and accountability sessions to gather feedback and drive continuous improvement.

• Promote gender equality and inclusion in every intervention, ensuring participation of vulnerable groups.

• Build capacity of local facilitators and volunteers through on-the-job coaching.

Key Area 3: Monitoring, Reporting, and Documentation

• Collect and validate data for the Monitoring, Evaluation, Accountability, and Learning (MEAL) plan.

• Produce high-quality, timely event and program reports on program activities to meet FIVDB and donor requirements.

• Conduct regular field visits to assess program quality and gather beneficiary feedback.

• Ensure thorough documentation of FIVDB’s project experiences and lessons, including successful impactful stories, supported by photos, videos, and relevant annexes, aligning with donor and FIVDB guidelines.

• Maintain an accurate and organized project database for the resilience component, and support evidence-building with revenue and income data.

• Collaborate with MEAL and technical teams to document lessons learned and implement the MEAL framework.

• Closely monitor and supervise the implementation of diverse activities and associated staff.

• Undertake additional duties as assigned.

Key Area 4: Coordination

• Collaborate with Sector and technical Working Groups to address cross-cutting issues.

• Represent FIVDB in food security-related cluster meetings and stakeholder engagements at the camp and host community levels.

• Promote linkages with government, NGOs, and private sector actors to ensure sustainability.

Ensures that FIVDB’s policies for Safeguarding Children and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy, including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and FIVDB’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
