Job Context:
∎ Position Reports to: Project Director
∎ Job Location : Based in Dhaka, expected travel up to nationally and internationally 30%
∎ Jhpiego seeks a Technical Director (TD) to provide technical leadership and oversight for an upcoming UK government-funded health project. The project aims to address critical gaps in surveillance of antimicrobial-resistant bacteria in Bangladesh. The project will focus on establishing and strengthening national antimicrobial resistance (AMR) surveillance, reporting and research systems and workforce capacity. This position will work closely with the Ministry of Health and Family Welfare, the Ministry of Fisheries and Livestock of Bangladesh, in addition to other key international and local partners and stakeholders. The project will operate over a three-year period with the likelihood of further funding for future program phases. The TD will oversee and work closely with technical team leaders and their technical implementation teams to ensure the project is progressing towards expected results. In addition to providing overall project technical direction and leadership. S/he will also work with M&E staff to ensure project deliverables are monitored and course corrections are identified and implemented as appropriate. Other responsibilities will include supervising project technical staff, overseeing annual work planning, implementation, adjustment of project activities based on monitoring of activities at district level, and reporting of project activities. In the absence of the Project Director, the TD may be required to undertake the responsibilities of that position on a temporary basis.

Job Responsibilities:
∎ Provide technical leadership for design, planning and implementation of activities in support of the project goals and objectives
∎ Ensure the integration of microbiology between human and animal health, quality data generation and sustainability of AMR subject matter
∎ Foster relationships with local implementing partners as a representative of the project
∎ Facilitate the project team member's relationship with their designated counterparts within the Fleming Fund, Ministry of Health and Family Welfare, and the Ministry of Fisheries and Livestock, as well as implementing partners and other key stakeholders in Bangladesh to ensure effective technical assistance
∎ Represent the project's progress, achievements, and lessons learned to donors, other key stakeholders through meetings, conferences, and presentations
∎ Facilitate annual work planning, in close collaboration with the Fleming Fund, the Ministry of Health and Family Welfare, the Ministry of Fisheries and Livestock, the project team, and project partners
∎ Contribute to the building, mentoring, and managing a team of highly qualified staff and aligns their efforts to ensure rapid and sustainable results
∎ Oversee technical and programmatic capacity building for subcontractors and sub-grantees
∎ Develop efficient and effective mechanisms for reporting across all levels of the project
∎ Oversee project-wide reviews of progress toward project indicators
∎ Develop accurate and timely project reports to the Fleming Fund, in line with the Fleming Fund's reporting requirements

Additional Requirements:
∎ At least 10 years' experience implementing and/or providing technical assistance in AMR, AMU, or AMC surveillance or similar projects/research
∎ In-depth understanding of Bangladeshi public healthcare system
∎ Demonstrated experience designing and implementing health financing and resource mobilization plans and strategies
∎ Familiarity with financial reporting and budget execution tools and systems, including defining user and system requirements, and system roll-out (Expertise using MS Dynamics NAV system preferable)
∎ Experience strengthening data quality, data use for decision making, and respective systems including DHIS2
∎ Demonstrated ability to effectively work with, coach and mentor health system leaders and decision makers at the national and sub-national levels
∎ Proven track record managing a project team composed of several technical experts and fostering teamwork
∎ Proven ability to establish and maintain interpersonal and professional relationships with donor, host-country counterparts and representatives from other key stakeholders
∎ Expertise in research to practice-identifying and adapting best practices to specific project contexts
∎ Excellent verbal, written interpersonal and presentation skills in English
∎ Proficiency in Microsoft Office
