∎ JOB SUMMARY:
∎ The Technical Advisor (Nursing) of the Project, reporting to the Team Leader, located in Dhaka, will be responsible for the implementation and achievement of project outcomes. The Technical Adviser (Nursing) will work very closely with Canadian Association of Nursing (CASN) and University of Montreal (UdeM) who are the technical experts in implementing the Nursing education and services components. S/he will provide technical direction to the responsible project staff members and consultants with respect to the strengthening of nursing education and services in Bangladesh. S/he will also be responsible for day-to-day implementation of project activities and provide technical and strategic support on project matters to the Directorate General of Nursing and Midwifery (DGNM) Services and Bangladesh Nursing and Midwifery Council including Ministry of Health, Education section.
Job Responsibilities:
∎ Project Strategy and Quality Delivery
∎
∎ Conduct in-depth analysis of Bangladesh nursing workforce and the main challenges to nursing education and professional advancement;
∎ Develop and/or validate the proposed methodology, expected intermediate and immediate outcomes and outputs (including the feasibility of achieving them within the proposed timeframe), performance indicators and risk factors/mitigation approaches
∎ Work closely with DGNM and UdeM to establish the National Nursing Teachers Training Facility and the development of NNTTI Certificate training program;
∎ Provide strategic guidance to strengthen College of Nursing in Mohakhali to raise this to global standard Institute;
∎ Work with UdeM experts and act as the key trainer /mentor for the national trainers for NNTTI and continue to mentor them for smooth transitioning to government;
∎ Work closely with DGNM is selection of Nurses teachsers and provide guidance to implement the teachers training program;
∎ Work closely with CASN and BNMC and review all available curriculum, accreditation and licensing documents/processes to dvelope the strategy for the Project;
∎ Engage in the development of Project Implementation Plan, Annual Work Plans and Progress Reports of the assigned Outcomes;
∎ Provide results-based management advice to the team and establish an effective system for monitoring project progress and outcomes;
∎ Lead the development of Continued Professional Development program and approval of the same by the BNMC and Ministry of Health;
∎ Design and plan delivery of in-service training for nurses on nursing management, leadership IICN) and technical/clinical skills improvement
∎ Ensure that all training program/delivery follows are competency based pedagogical approach;
∎ Contribute to the gender-based analysis, coordinate alignment of recommendations of the analysis in the gender equality strategy;
∎ Write project reports for submitting to the head quarters as well as to the donors .
∎ Ensure overall coherence of selected components, and promote synergy among those and with GOB national plans - particularly the DGNM OPs and the Health, Population & Nutrition Sector Development Program (HPNSDP) 2016-22.
∎ Administration:
∎ Staff Administration and supervision: supervise and support National Nursing Specialists, and conduct annual performance appraisals of each supervisee;
∎ Encourage and promote team work with technical group as well as with other colleagues.
∎ Communication and partnership:
∎ Maintain good communications with project partners, particularly the CASN, UdeM, DGNM, BNMC College of Nursing and MOHFW to ensure that required TA is obtained as per need of the project;
∎ Work closely with International Nursing Advisor to ensure high quality timely TA to the requisite components;
∎ in consultation with the Team Leader, liaise with various Bangladeshi /international actors working in nursing sector as well as other donors and donor funded programs to create synergies, collaborate and share lessons.
Additional Requirements:
∎ 15 years' experience in nursing or related fields
∎ experience with curriculum development and review, as well as exam development and item writing
∎ Strong knowledge of the competency based pedagogical approach
∎ Experienced in training and mentoring trainers
∎ In depth knowledge of the Bangladeshi nursing workforce and the main challenges to nursing education and professional advancement
∎ Experienced in developing, managing, and strengthening partnerships
∎ Experienced in developing or implementing accreditation programs and standards and/or undertaking accreditation reviews
∎ Experienced in working within a multidisciplinary team
∎ Demonstrated leadership skills
∎ Possess excellent advocacy skill
∎ Indepth understanding and experienced in results based management tools
∎ Have an established network in Bangladesh.
