- Minimum 5 years of experience demonstrating leadership in the management of large-scale development projects financed by public funds (Global Affairs Canada, USAID, FCDO, WB);
- Bangladeshi national residing in Dhaka with experience of working in international/multilateral organizations;
- Possesses a strategic vision, problem solving and ability to manage several issues simultaneously;
- Knowledge of Global Affairs Canada’s gender equality policies and GEDSI best practices is an asset.
Essential Skills:
- Excellent communication and technical writing skills for progress reports /annual work plan in English;
- Proficient in using computer tools: Internet, MS Office (Word, Excel, Outlook, Powerpoint),
- Proficiency to engage remotely/virtually with partners and conduct meetings/work sessions;
Responsibilities & Context: SUMMARY OF THE PROJECT: Cowater International Inc. is currently implementing a (2021-2027) Project titled "Empowering Women Through Professionalization of the Nursing Sector in Bangladesh” which aims to enhance the voice, influence and empowerment of nurses in the health sector in Bangladesh. The expected results include: i) improved quality of gender-responsive education for female nurses in both public and private sectors in Bangladesh; ii) improved performance and professional status of female nurses in Bangladesh; and iii) improved enabling environment for female nurses’ for increased participation in the health sector in Bangladesh.
SUMMARY OF THE POSITION: Reporting to the Project Team Leader (TL), the Deputy Team Leader (DTL) of the Project, will be responsible for supporting the project technical staff in implementing the project activities/outputs. S/he will also focus on project monitoring, evaluation and reporting, including communication. The DTL will follow up Project Monitoring Framework (PMF) indicators and advise the Monitoring, Evaluation and documentation Specialist in preparing all necessary donor reports working closely with Canadian Result Based Management (RBM) Specialist. S/he will assist developing and implementing an image building campaign for raising status of nurses in Bangladesh and beyond. S/he will also be responsible for day-to-day coordination of project activities and will provide support to other staff members where necessary to work with BNMC, DGNM and MEFWD in implementing Project activities.
KEY RESPONSIBILITIES
Project strategy:
- Review project documents such as, Project Implementation Plan, Project’s Annual Work Plans, Project Operation and Annual Reports, Nursing and Midwifery Education and Services Operations Plan, Health Workforce Strategy, Nursing Career path and all other project manuals and materials developed by the project so far;
- Engage with TL and Project Director (PD) in revising Project Implementation Plan to ensure overall coherence of Project components and promote synergy among those, particularly when the cost extension comes in effect;
- Work closely with the team and engage to preparing Annual Work Plans and the annexes in strict compliance with the deadlines set out in the Contribution Agreement;
- Project Delivery:
Monitoring Evaluation, Research and Reporting:
- Update the Performance Measurement Framework (PMF), with support from Result Based Management Specialist (RBMS) and establish an effective system for monitoring project progress and outcomes.
- Under the guidance of TL and working closely with Monitoring, Evaluation and Documentation (MEDS), lead the process of annual data collection on PMF Indicators and prepare the annual supplementary report showing trends of results/outcome;
- Develop data analysis charts/products based on Performance Measurement Framework (PMF) and/or other available information to date for presentation at monthly/quarterly project review meetings;
- Lead development of Activity Sub Activity Progress Report (ASAPR), Project Operations Report (POR), Annual Reports including updating the Risk Register in close collaboration with MED Specialist and RBM Specialist for review by the TL; Engage in finalizing the Outcome Sustainability Plan and developing an Exit Strategy for ProNurse Project working closely with TL, RBMS and MEDS;
- Assist the MEDS for project documentation including gathering of “stories of change” as per GAC guidelines and related success stories, case studies and/or lessons learnt as required by the project;
- Work closely with research firms in implementation of Operations research through regular follow-up, providing feedback, field visits and establishing regular reporting mechanism.
Training:
- Ensure that all training meets the deadline and provide quality training. Develop competent and committed Resource Persons for the training to continue.
- Conduct Training Needs Assessment to identify the demand for the training and availability of manuals and materials.
- Support technical staff to develop/update training materials/ manuals/project technical documents as required in a timely manner through the formation of Technical Working Group (TWG) and validate through the stakeholder’s meetings.
- Develop a mechanism for the following up of the trainees and deploy them where the training learnings could be used.
Communication:
- Guide the ProNurse Communication Officer for preparation and delivery of a Communication Strategy, with support from Cowater HQ Comms Specialist;
- Assist in developing and implementing an image building campaign for raising status of nurses in Bangladesh and beyond.
Management and Operational responsibility:
- Supervise and support/mentor staff under his/her supervision and conduct annual performance appraisals of each supervisee.
- Coordinate the activities of all components, encourage and promote teamwork with technical group as well as with Canadian partners
- Assist in recruiting local consultants closely working with FAM, when necessary;
- Review the monthly Cash Forecast in line with project budget, staff timesheets and expenses including the accuracy of the monthly report to HQ;
- Act a functional in-charge in absence of Team Leader, when requested by the Team Leader/Project Director;
- Represent Team Leader in various meetings and forums, nationally, as and when necessary.
- Any other tasks assigned by the supervisor.
