Responsibilities & Context:
∎ Improved quality of gender-responsive education for female nurses in both public and private sectors in Bangladesh
∎ Improved performance and professional status of female nurses in Bangladesh
∎ Improved enabling environment for female nurses’ increased participation in the health sector in Bangladesh
∎ To track progress against desired outcomes and associated targets/milestones
∎ Use knowledge and learning generated through the assessment for adaptive program management and evidence-based decision making
∎ Conducting FGDs and KIIs and producing high quality notes and transcriptions within the given timeframe
∎ Ensuring that transcripts capture verbatim responses, non verbal cues and contextual details which are essential for qualitative analysis
∎ Immediate verification of findings to reduce the risk of bias and/or misinterpretation
∎ Conduct initial coding that are necessary for full scale analysis
∎ Summarizing findings against themes in real time which will contribute to producing more meaningful and insightful final reports.
∎ All draft and final versions of transcripts in English within 2 working days of interviews

∎ ProNurse project, Cowater International
∎ Level of Effort: Maximum 20 days (between April 10 to May 05, 2025)
∎ Introduction: Cowater International, a global leader in management consulting services, is implementing a nursing project called “Empowering Women Through Professionalization of the Nursing Sector in Bangladesh” (ProNurse) funded by Global Affairs Canada (GAC). The project starting from April 2021, aims to enhance professional status, voice and influence of nurses as well as improving the quality of nursing care in Bangladesh. To ensure sustainability, the ProNurse project emphasizes creating an enabling environment where nurses can reach their full potential and deliver the optimum level of care leading to better patient management and improved health outcomes.
∎ The project is implemented in partnership with the government of Bangladesh and within the government structure. Directorate General of Nursing and Midwifery (DGNM) is the key Government of Bangladesh (GOB) counterpart.
∎ The Ultimate Outcome of the ProNurse Project is “Enhanced voice, influence and empowerment of women in the health sector in Bangladesh”, which is supported by three mutually reinforcing Intermediate Outcomes:
∎ Improved quality of gender-responsive education for female nurses in both public and private sectors in Bangladesh
∎ Improved performance and professional status of female nurses in Bangladesh
∎ Improved enabling environment for female nurses’ increased participation in the health sector in Bangladesh
∎ Key project stakeholders include the Ministry of Health and Family Welfare (MOHFW), DGNM, Bangladesh Nursing and Midwifery Council (BNMC), College of Nursing (CoN) Mohakhali, targeted public/private Nursing Institutes and Bangladesh Nurses Association (BNA).
∎ The task/assignment: As per ProNurse MEL (Monitoring, Evaluation and Learning) plan, ProNurse will conduct an annual supplementary assessment (ASA) for year 4. The specific objectives of the ASA are as follows:
∎ To track progress against desired outcomes and associated targets/milestones
∎ Use knowledge and learning generated through the assessment for adaptive program management and evidence-based decision making
∎ A set of qualitative data collection tools (FGD, KII, IDI, and Observations) and methodologies will be applied for data collection, analysis and reporting of the ASA findings. As per the current plan, we need to conduct approximately 45 KIIs/IDIs, 24 FGDs and 10 observations covering respondents from 3 divisions, 4 districts and 24 upazillas.
∎ Types of tentative respondents: KII and FGD participants will include senior officials of Directorate General of Nursing and Midwifery (DGMN), Bangladesh Nursing and Midwifery Council (BNMC), Head of Nursing colleges and institutes, Head of nurses and Nurse supervisors at government tertiary, secondary and primary health facilities, representatives of nursing students and nurse educators.
∎ Enumerators’ Scope of work
∎ Conducting FGDs and KIIs and producing high quality notes and transcriptions within the given timeframe
∎ Ensuring that transcripts capture verbatim responses, non verbal cues and contextual details which are essential for qualitative analysis
∎ Immediate verification of findings to reduce the risk of bias and/or misinterpretation
∎ Conduct initial coding that are necessary for full scale analysis
∎ Summarizing findings against themes in real time which will contribute to producing more meaningful and insightful final reports.
∎ Timeline: A total of 20 working days between April 15 to May 10, 2025.
∎ Deliverables:
∎ All draft and final versions of transcripts in English within 2 working days of interviews
∎ Recording of all interviews (KII, IDIs and FGDs)
∎ A preliminary analysis and draft report of the assessment by 8th of May, 2025
∎ A final report after getting the feedback by 10th May 2025
Compensation & Other Benefits:
∎ Remunerations and payment: Remuneration will be calculated based on the agreed daily rate of the enumerator and the total will be a maximum of 20 days. ProNurse will cover the travel, accommodation and other logistic costs as per Cowater policy.
