Job Context:
∎ Technical Advisor, mHealth, USAID`s Alliance for Combating TB in Bangladesh with Programme for Emerging Infections under the Infectious Diseases Division (Adv#108/2020)
∎ icddr,b invites applications from suitable candidates for the position of Technical Advisor, mHealth, USAID`s Alliance for Combating TB in Bangladesh with Programme for Emerging Infections under the Infectious Diseases Division. The appointment will be made on Fixed Term basis for 1 year which is renewable depending on performance and availability of funds.

∎ Position description

∎ The USAID`s Alliance for Combating TB in Bangladesh project will develop a dynamic, strategic, and fresh approach to accelerate Bangladesh`s fight against TB. The solutions will be aimed at creating an environment aligned with the universal health coverage (UHC) vision and focused on defined priority areas - increased TB detection, decentralized DR-TB management, child TB, expanded prevention and others.
∎ The Technical Advisor, mHealth, reporting to Chief of Party is responsible for planning, designing and implementation of m-Health activities to support the project goals and objectives. Key responsibilities for the position include identifying opportunities and designing mHealth applications and systems to support education and awareness of patients about TB and treatment adherence, communication and training for health workers, clinical management of MDR TB patients, real time troubleshooting of the service providers and other users in the m-Health application and monitor and report the outcome and impact of m-Health programs supported by the project. S/he will be accountable for ensuring highest level of compliance with award conditions, organizational policies and procedures, and acceptable standards.

Job Responsibilities:
∎ Strategic Development and Project Implementation:
∎ Work with NTP and other partners to identify potential areas and opportunities for application of m-Health to support project goals and objectives;
∎ Identify priority areas for m-Health Application and develop concept papers on these areas;
∎ Design mHealth application and systems on the selected areas, e.g., patient education, counseling training for services providers, monitoring treatment adherence and provider compliance, etc.
∎ Analytical and Reporting Management:
∎ Monitoring of m-Health activities and update the situation regularly;
∎ Analyze m-Health data on a monthly/quarterly basis and prepare reports to share with project staff;
∎ Assist the Head Technical Team and other project staff as required in the preparation of quarterly and annual reports.
∎ Partner Management:
∎ Conduct regular field visits to monitor implementation of m-Health applications, provide on-site and of-site technical supports to improve user's performance and trouble-shooting;
∎ Promote m-Health to NTP and other stakeholders; Provide TA on m-Health both nationally and internationally.
∎ Capacity Development:
∎ Develop training/orientation materials, operational manual and tools on the selected m-Health application;
∎ Identify the users and their training needs and develop a training plan for m-Health; Provide on-site orientations and mentoring support to develop capacity of the providers on the use of m-Health applications;
∎ Plan and conduct orientation for the district/Upazila health managers on their roles and responsibilities for the m-Health applications.
∎ People Management:

Additional Requirements:
∎ Minimum 6 years of progressive, focused experience in m-Health application or relevant field, including at least 3 years in TB or infectious diseases.

Salary:
∎ Annual Tk. 21,20,860/- inclusive of house rent and conveyance allowances and other admissible benefits.

Compensation & Other Benefits:
∎ 14.8% provident fund contribution, income tax paid by icddr,b, children allowance @Tk.1,917/- per child per month, festival bonus, contributory healthcare support including dependent spouse and children, group life insurance and subsidized canteen. Transport and daycare facilities are subject to space availability.
