Educational Requirements:
∎ Graduate in Medical Science (MBBS or Equivalent) with post graduate qualification in Microbiology or BSC (Hons) with M.S in Microbiology from any recognized university. M S in public health will be considered as an additional qualification.

Job Context:
∎ National Tuberculosis Control Program (NTP) invites applications from suitable candidates for the position of TB Lab and Infection Control Expert with Tuberculosis Program funded by Global Fund. The appointment will be made on Contractual Service Agreement basis for 10 months which is renewable depending on performance and availability of funds. The position will report to Line Director (TB-L and ASP) and will work under direct supervision and guidance of Program Manager for the day to day activities).
∎ Posting location: NTP Headquarter (Dhaka)

Job Responsibilities:
∎ Develop, define, implement and maintain diagnostic standards and policies;
∎ Develop/upgrade SOP, Diagnostic Algorithm, guidelines, strategic plans in coordination with working group members;
∎ Identify TB-Laboratory needs and priorities, in liaison with divisional, district and upazila authorities and NGO partners;
∎ Prepare budgets for TB Laboratory diagnostic network;
∎ Supervise and coordinate quantification of TB diagnostics consumables (cartridges, reagents etc.) and equipment (True Nat, Xpert, X-ray etc) needed to ensure access to WHO recommended Rapid Diagnostic tests for all people who are in need;
∎ Ensure and coordinate regular updates on the stock situation of diagnostic logistics/ pipeline and share any concerns with PM / LD;
∎ Ensure regular liaison with the Biomedical Eng. on the status of the lab. Diagnostic equipment;
∎ Maintain regular liaison with GF Country Team and respond to any requirements from the CT and LFA;
∎ Remain updated with any changes/recommendations from WHO;
∎ Monitor NTP human resources needs in quality and quantity and advise on additional requirements;
∎ Make the Laboratory Information Management Systems (LIMS) functional;
∎ Build Capacity of NTP counterpart;
∎ Develop Key performance Indicators (KPIs) of WHO approved rapid diagnostics (WRD);
∎ Ensure data (from Aspect, RTRLs, Microscopy centres, Equipment monitoring) is collected, analyzed and reports produced for decision making;
∎ Ensure biosafety, biosecurity, QMS and EQA (including for WRD) activities at all levels of TB diagnostic network;
∎ Oversee activities of the lab network including NTRL and RTRLs and peripheral laboratories as per their TORs;
∎ Develop workplan/monthly roster to conduct field visit on regular basis with relevant officials and maintain a check list for supervision of the field activities;
∎ Ensure routine and systematic monitoring and evaluation of the TB IPC measures;
∎ Strengthen/orient the Lab working group to oversee responsibilities related to the lab strategic plan (including WRD expansion);
∎ Implement regular lab working group meetings (quarterly);
∎ Plan and initiate national/international trainings/workshops/seminars/conference for lab personnel;
∎ Undertake operational and applied research relating to the laboratory network, new diagnostic tests, and coordinate this with the requirements and needs of the NTP;

Additional Requirements:
∎ High-level analytical and organizational skills applied to planning, implementation, monitoring and evaluation of health care, particularly TB-laboratory services;
∎ Skills in communication and facilitating coordination among decision makers and NTP partners;
∎ Ability to establish harmonious working relationships as part of a team and maintain high standard of personal conduct;
∎ High level of proficiency in English and Bengali in writing/reporting/editing/communicating skills;
∎ Excellent computing skills with proficiency in MS Office for preparing program reports, correspondence, composing e-mails and multi-media presentations.
∎ At least 7 years of working experience in the field of Microbiology or related field in laboratory setting which includes at least 3 years of experience in TB program with National/International/GOB organization.

Salary:
∎ 127,578/ -(consolidated) per month inclusive of house rent and conveyance allowances. No other benefit is admissible.
