Job Context:
∎ Job Location: Based in Cox`s Bazar, regular travels to Kutupalong and Teknaf Refugee Camps
∎ Contract duration: mid-July until December 2019 only

Job Responsibilities:
∎ Responsible for providing senior level financial support to the organization including liaising closely with the Finance/HR Officer, Finance Desk Officer (based in headquarters in Prague, Czech Republic), the Helvetas finance team, and local NGO partner organizations to ensure proper financial management
∎ Financial responsibilities include budget monitoring and spending, forecasting, donor reports, cash controls, timely payments to vendors, checking of financial reports for accuracy, supporting entry into accountancy systems, etc.
∎ Cconduct logistics and procurement tasks closely with the Logistics Officer including processing purchase requests, launching request for quotations, collecting quotations/analyzing quotation results, supervising delivery and quality control of items, asset management, office management of the Cox's Bazar and Teknaf offices, and logistical support to all field sites
∎ Support the Finance/HR Officer with any HR related tasks including recruitment, HR contract management, etc.
∎ Main focus of role is to provide support needed to the program teams to ensure their activities can be completed, close coordination with the Program Manager and program staff are required (main focus of programming currently is Protectioni)
∎ Ensuring that all tasks are done in accordance with Helvetas, PIN, and donor requirements and all guidelines and SOPs are followed
∎ Supervising the Finance/HR Officer and Logistics Officer and ensuring that work loads are distributed evenly and any support is given for timely completion of tasks. This is not a hands-off supervisor role, but rather the expectation is that tasks are conducted equally by all three team members
∎ Tasks may include closing of the office/programs at the end of 2019, requiring all logistical support related to donation of assets, ending of vendor contracts, HR management including ending of staff contracts, closing of financial accounts, and others
∎ Support the Country Director with any liaison activities including communications with local authorities, registration process, legal proceedings, etc.
∎ Any other tasks as assigned by the Country Director

Additional Requirements:
∎ Previous experience in finance (required). Experience in Logistics and HR (an asset)
∎ Minimum 3-5 years of experience working in relevant field (required). Higher level experience is highly desired and can be reflected in title/salary
∎ Excellent written and verbal English (essential)
∎ Previous experience working with NGOs (highly desirable)
∎ Positive and friendly attitude (required)
∎ Ability to work independently and meet deadline (required)
∎ Minimum of a bachelor's degree in relevant field (required). Master's degree (a plus)
∎ Experience working in leadership/management position and supervising others (highly desired)
∎ Advanced computer skills- MS Office, Outlook (essential)
∎ Knowledge on humanitarian principals and attitude to work in Refugee Camps (essential)
∎ Flexible, Able to multitask, team-spirit but also independent thinker
∎ Official national Bangladesh ID required, Tax Identification Number (TIN) will be required upon hiring

Salary:
∎ Title (Sr. Officer or Coordinator) and salary will be based on experience and PIN salary scale
