∎ Cox’s Bazar, Bandarban, Rangamati and Khagrachari districts are among the lowest ranked in Bangladesh for education, skills training, food security, poverty and agricultural productivity. The situation has worsened since 2017, with the Rohingya refugee influx, which has put enormous pressure on the local economies, resulting in loss of livelihoods, depressed local wages, and distorted local markets. Moreover, these districts are prone to chronic and rapid onset disasters.
∎ In response, the USAID Host and Impacted Communities Resilience Activity (HICRA) led by Friends In Village Development Bangladesh (FIVDB) is taking an integrated approach to improve the overall well-being and resilience of people residing in the communities hosting or impacted by the Rohingya refugee crisis. This includes implementing livelihoods; water, sanitation, and hygiene (WASH); natural resource management (NRM); and disaster risk reduction (DRR) interventions with an estimated 114,000 households across the four prioritized districts.
∎ Under the leadership of Senior Manager Finance and Subawards, the USAID HICRA“Subaward Manager” will actively manage the estimated 14 subwards in accordance with the stipulated subaward management processes and policies for the Activity. This includes developing subawards, monitoring and tracking the subaward agreements, conducting site visits to review application of policies, procedures and expenditures against budgets, developing corrective action plans, providing on-going capacity building and technical assistance to enable the partners under HICRA to apply the findings, and follow up to verify compliance. This also includes ensuring all expenditures made under HICRA are allowable, allocable, and reasonable, and thus in line with USAID regulations.
∎ A large part of the role of the subaward manager is to oversee budget allocations, expenditures, and financial reporting and also identify potential risks associated with subawards. To support the partner in overcoming challenges, the subaward manager will work with each partner to develop strategies to mitigate them, ensure that subrecipients adhere to the law, relevant USAID regulations and organizational policies, including financial and reporting requirements.
