Job Context:
∎ HELVETAS, in partnership with ACTED, is launching an emergency operation to respond to the Rohingya Refugee Crisis and is working in particular on the sector of Site Management and Disaster Risk Reduction in the Camps of the Kutupalong-Balukhali Expansion Site, Cox`s Bazar.
∎ Line Management:
∎ The Site Officer will report to and operate under the guidance of the Senior Site Officer.
Job Responsibilities:
∎ Supervision of the volunteer groups and cash for workers mobilized on CCCM activities (community mobilization, site maintenance works...)
∎ Division of the tasks;
∎ Supervision of the completion of daily tasks by the volunteers/cash for workers;
∎ Record of attendance.
∎ Capacity building of the volunteers.
∎ Support coordination and information management at site level
∎ Record Operational/Sectorial/Ad hoc meeting attendance sheet;
∎ Collection of data on services or gaps in the sites as assigned by the Senior Site Officer.
∎ Regularly conduct service and infrastructure monitoring for the sites, managing data collection and overseeing enumerators; data collection may be conducted through key informant interviews, surveys or focus group discussions, using paper forms or ODK/Kobo;
∎ Support to training translation;
∎ Support registration process of new arrivals/departures.
∎ Assist IMO with relevant tasks.
∎ Support in the formation of Community Governance and sites committees
∎ Support in the development or improvement of community governance/sites committees. Ensure that all the site committees have an equal representation in terms of gender, age group and vulnerabilities
∎ Support in the development of governance/leadership mapping - surveys
∎ Support with the establishment of information desks and Complaints and Feedback Mechanism.
∎ Organize and oversee Coordination with Communities and outreach activities, including general outreach, information sessions, community discussions, household level outreach etc. This activity includes the selection of volunteers, key community representatives and outreach workers amongst the community. The site Officer will support their capacity building and ensure their active participation.
∎ Support the provision of basic maintenance services on-site
∎ Support on development of site maintenance and improvement plan;
∎ Support on supervision critical maintenance of infrastructures on site.
∎ Follow-up of specific issues
∎ According to their specific focal area, he will have specific tasks which will be tailored (EPR focal point, warehouse stock management, CFM Focal, protection focal point, ...).
Additional Requirements:
∎ The main criteria used in the selection of Site officers are the following:
∎ Fluent in English and Bangla (spoken and written) - knowledge of the Chittagong dialect is preferred.
∎ Minimum of 1 year working in a similar position- preferably within NGOs
∎ Experience in budget development and monitoring of expenses against planned budgets.
∎ Previous experience in team management
∎ Experience with community mobilization
∎ Excellent liaison and communication skills
∎ Experience in using MS Office (Excel, Word, PowerPoint) essential
∎ Should know humanitarian principles and attitude to work in Refugee Camps
∎ Experience in the previous implementation of CfW-based construction projects is an added advantage
Salary: Tk. 60000 - 63000 (Monthly)
