Job Context:
∎ Plan, implement, monitor and evaluate the assigned shelter project(s), assessing shelter needs, designing projects, writing proposals, initiating and effectively managing and reporting on the projects in line with the objectives, timeframe and budget. Provide technical support, leadership and strategic direction, participate in Sector coordination, meet quality standards in shelter delivery, encourage beneficiary participation, liaise with other stakeholders and manage and train shelter staff.
∎ Project Overview: Medair’s emergency response team and partner World Concern completed emergency shelter kit distributions in 2017. After this initial assistance, beneficiaries were provided with upgraded shelter kits and assistance in the first half of 2018. On September 2018 Medair secured funding for a new phase which seeks to support the Rohingya with transitional shelter. The project will complete by the end of 2019, and opportunities for future Shelter and/or DRR programming will be explored.

Job Responsibilities:
∎ Shelter Project Management :
∎ Manage the assigned shelter project(s) in order to meet the project objectives within budget and within the allotted time frame.
∎ Develop and implement an appropriate and effective shelter strategy in consultation with other shelter staff and field managers.
∎ Provide strong leadership in the assigned shelter project(s), working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities (where applicable) and local shelter staff.
∎ Set clear objectives and indicators for shelter activities in collaboration with the shelter staff, field managers and, where appropriate, with the local communities.
∎ Continuously monitor and supervise shelter activities, overseeing the technical design and execution and evaluating progress through outputs and impacts using both quantitative and qualitative data.
∎ Provide input into the integration of beneficiary participation and accountability in all aspects of the project.
∎ Ensure accurate and timely reporting of activities according to organisation, donor and other applicable timeframes and formats.
∎ Develop new proposals, linked to the country strategy, in conjunction with the relevant field managers.
∎ Staff Management :
∎ Line-manage the Shelter staff in the assigned project(s), including day-to-day management, development and training, appraisals, etc. It may also be necessary to line manage other shelter project staff.
∎ Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback.
∎ Provide coaching and technical supervision to staff in order to develop ownership and full responsibility for shelter activities.
∎ Assess the training needs of shelter staff and ensure that appropriate training is conducted.
∎ Financial Management
∎ Manage the shelter budget for the assigned project(s) and ensure all expenses are according to budget and meet the organisation standards with regard to financial management, including accountability and good governance.
∎ Communication and Coordination:
∎ Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned shelter team, Medair in-country and HQ advisers and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships.
∎ Participate in shelter coordination meetings and other working groups or meetings as required, representing the organisation and feeding back to the shelter staff, field managers and leadership (Advisor, CD) on relevant issues.
∎ Logistics:
∎ Engage with the Logistics Department according to the organisation’s logistics policies to organize procurement, transport and storage.
∎ Develop procurement plans and delivery plans to facilitate an effective supply chain.
∎ Provide support to the logistics department to ensure items procured meet quality expectations.
∎ Collaborate with the logistics department to find options and solutions to logistic challenges.
∎ Quality Management:
∎ Promote and use the organisation’s e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
∎ Ensure shelter projects are implemented in line with donor proposals and requirements and in accordance with the organisation’s, donor, country and international standards i.e. Sphere and HAP standards.
∎ Report our compliance with Sphere (by submitting the Sphere Audit form twice per year) and the organisation’s internal Quality Performance Indicators (QPIs).
∎ Delegated Responsibilities:
∎ Implementation of the assigned shelter project(s) within budget and the agreed timeframe
∎ Management of the shelter budget for the assigned shelter project(s)
∎ Authorisation of expenditure on applicable budget lines up to $5,000
∎ Line management of assigned shelter staff, including recruitment, performance monitoring, disciplinary action, etc.
∎ Management of the technical aspects of the assigned shelter project(s), including staff knowledge and performance
∎ Representation of the organisation at meetings and through relationships with external partners (e.g. community leaders, local and national government officials, UN agencies and other NGOs)

Additional Requirements:
∎ Age 28 to 56 years
∎ Both males and females are allowed to apply
∎ 5 years post-qualification professional experience in a relevant field
∎ Project management experience in a construction context.
∎ Experience working in a construction / shelter programme in a humanitarian context.
∎ Excellent English (spoken and written)
∎ Bangla, Chittagonian
∎ Computer literate with good working knowledge of Microsoft Excel, Word and Outlook. Experience in GPS mapping
∎ Knowledge of CAD (Computer Aided Design) and GIS (Geographical Information Systems)
∎ Understanding of ODK
∎ Passionate about serving the poor
∎ Self-motivated.

∎ Team-player with good inter-personal skills
∎ Willingness to support others and to share workload
∎ Aptitude for community mobilisation and capacity-building
