Educational Requirements:
∎ Bachelor of Medicine and Bachelor of Surgery(MBBS)
∎ Degree in medicine from a recognized medical college/institution.
∎ Up to date BMDC registration as a Medical Doctor.

Job Context:
∎ Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care. The Medical Doctor is responsible to provide clinical assessments and treatment at the assigned health post, collaborate effectively with government authorities, local communities and other implementing partners, and ensure clinical assessments & referral of suspected COVID19 cases in both beneficiaries & Medair BGD staffs including their quarantine.
∎ World Concern has been operational in Camp 20 Extension since early 2018 and Camp 20 since January 2020, with ongoing health operations providing quality promotive, preventive and curative primary health care with facility and outreach-based interventions in partnership with Medair, RRRC, IOM and other relevant stakeholders. In addition, World Concern has been implementing a Nutrition Project in other camps to achieve the desired objectives set in its strategic plan.

Job Responsibilities:
∎ EXPECTATION 'Follow World Concern and Medair guidelines and policies in relation to Gender Equality and Respect for Diversity and Inclusion, Child Protection, PSEA and GBV.
∎ Technical – Clinical Care:
∎ The primary responsibility of this person is to provide extra clinical coverage at the 2 health posts to ensure clinical treatment is always available at the facility. This person will have the added responsibility of serving as the IPC and AAP Focal. The position will support the Clinic Supervisor (CS) and step in as needed to cover for the CS in his absence.
∎ Provide clinical assessments and treatment to the beneficiaries as per standard guidelines
∎ Ensure timely routine/emergency medical referral and nutritional referral to the appropriate facility
∎ Coordinate staff, monitor patient flow, look for bottlenecks, manage facility and patiently problem solve issues.
∎ Assess the current situation of Infection Prevention & Control (IPC) against international and national updated standards, and identify the challenges and gaps to provide quality health care service through strengthening of IPC by the health team, with the support by Health Advisor & Health Project Manager.
∎ Work as Staff health focal point for the suspected case of COVID19 and maintain their quarantine & isolation policies.
∎ AAP Focal:
∎ Work with camp AAP FPs to assure messages about Medair staff and volunteer behaviour and how to give feedback are being delivered regularly at both the camp and community level;
∎ Encourage and ensure greater feedback in all camps
∎ Work diligently at rapid resolution of negative feedback.
∎ Staff Management:
∎ Orient and supervise staff and volunteers working at the Quarantine Facility including monitoring attendance and timesheets, and reporting any problems to the Health Manager.
∎ Maintain open and professional relations with team members, promoting a strong team spirit and provide guidance to enable staff to successfully perform in their positions.
∎ Provide capacity building of other clinical staff including nurses and midwives as requested.
∎ Assign work to each staff and volunteer, and ensure they understand their job in the absence of the Clinic Supervisor
∎ Coordination and Representation:
∎ Coordinate IPC related activities with the support by Clinic Supervisor and Health Manger. This includes to develop an operational plan for the health team, to ensure the quality implementation, and to create and maintain a regular monitoring plan. The activity also includes direct supervision of the activity during the implementation and monitoring as well as updating the operational plan at least quarterly during the pandemic.
∎ Develop and maintain effective working relationships with the Camp in Charge (CIC) authority, Health Focal Point, local communities and other implementing partners
∎ Represent World Concern/Medair in camp coordination meetings and camp health sector meetings as requested
∎ Ensure staff of referral facilities are informed of all aspects of the program, including referral and counter-referral criteria and process
∎ Monitoring and Reporting:
∎ Assess and maintain the IPC tool supply, and develop and operate a plan on how to maintain them in the facilities and warehouse without any gap.
∎ Ensure daily medical and non-medical supplies are appropriately stored at the health post, in collaboration with logs.
∎ Keep record of medical supplies’ expiry dates to ensure medical supplies are utilized prior to their expiry
∎ Report any suspected or identified fraud cases at the health post site to the Health Manager
∎ Accountability and Quality Management:
∎ Ensure proper documentation is completed to record and monitor beneficiary measurements and registration, clinical diagnoses, food rations, stock reports, drug monitoring and tracking, referrals, and any other relevant documentation as it arises
∎ Promote and use the Medair Intranet, Portfolio, BOX and standard operating procedures, ensuring that all standardised formats are used and guidelines are followed
∎ Any other duties within his/her scope of works as assigned by supervisor.

Additional Requirements:
∎ Age 25 to 45 years
∎ Both males and females are allowed to apply
∎ At least 2 years working experience in primary health care. Preferably in emergency humanitarian settings with COVID19 response.
∎ Proficiency in English
∎ Ability to communicate in Rohingya language (spoken Chittagong dialect)
∎ Efficient use of Excel, Word and Power Point Presentation
∎ Experience and skills in training delivery, preferably related to public health
∎ Motivation: Desire to serve the refugee community
∎ Team building: A team player, with the ability to network and work effectively in a multicultural setting
∎ Adaptability: Cultural sensitivity and a demonstrated understanding of humanitarian context
∎ Management & Leadership: Good interpersonal skills; good at meeting deadlines with the capacity to work and deliver under pressure with minimum supervision.
∎ WORK CONDITIONS: This position will be based at the Health Posts in Kutupalong Refugee camps, Ukhiya.
