Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors in order to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, build capacities of local stakeholders, and reduce the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, Sitakindu, and Cox`s Bazar district through 4 project offices (Kurigram, Sitakundu, Ukhiya, and Teknaf) and 2 coordination offices( Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education and Atlas Logistic
∎ Number of staffs: Around 292 National staff and 08 international staff
∎ HI is currently looking for a Senior Technical Officer - Rehabilitation for its Technical Unit to provides specialized technical support to project teams to ensure the overall quality of physical and functional rehabilitation interventions and activities implemented by HI in Cox’s Bazar District based in Ukhiya (in refugee’s camps, makeshift camps, and host communities).
∎ Job Location: Ukhiya
∎ Line Manager: Rehabilitation Technical Specialist
∎ Type of Contract: Fixed-term
∎ Duration of the Contract: As early as possible to 30 June 2022 with the possibility of extension.

Job Responsibilities:
∎ Objective-1: Technical supervision of rehabilitation activities and support
∎ Ensure that the Rehabilitation team is providing individual, familial and group, and community services, with proper follow-up (with feedbacks) of the cases according to the prioritization criteria.
∎ Monitor emergency rehabilitation activities and ensure their compliance with technical guidelines and SOPs, providing regular feedback to the TS Rehabilitation.
∎ Supervise the provision of assistive devices and other specific items and constant update of the team on stock availability in the warehouse.
∎ Provide timely feedback & technical on-the-job support to rehabilitation officers, or refer to the Rehabilitation Technical Specialist when relevant.
∎ Identify difficulties faced by rehabilitation officers and assistants as well as their training needs and refer to Technical Specialist.
∎ Participate, in close collaboration with the Rehabilitation Technical Specialist, in the design and/or update of rehabilitation tools and processes. Help and monitor their proper implementation on the field.
∎ Ensure the quality of the rehabilitation items purchased through the collection of feedback from beneficiaries and share information with the Technical Specialist.
∎ Participate in the recruitment of field rehabilitation officers and assistants, upon request.
∎ Participate to project meetings upon request.
∎ Propose changes, updates, and improvements of relevant rehabilitation activities, in line with the Organization’s strategy and close collaboration with the technical adviser.
∎ Act as focal person for coordination with other stakeholders (referrals to hospital, clinic), including for specialized referrals for prosthesis/orthosis and other surgical needs, and ensure proper follow-up.
∎ Support coordination at field level between HI rehabilitation officers and other team members, to ensure a comprehensive approach
∎ Ensure strong coordination at field level with external Rehabilitation sector service upon line manager request.
∎ Objective-2: Capacity building, Teamwork, and Representation
∎ Upon request, Support and participation provide training on disability/rehabilitation-related topics to other stakeholders/organizations.
∎ Organize and participate in bi-weekly case study meetings for the rehabilitation team.
∎ Participate and enhance internal referral within the different units in the organization
∎ Induct newly recruited rehabilitation staff on the response and organize initial week on job training/induction with the different rehab teams
∎ Represent as and when needed in relevant forums
∎ Objective-3: Planning, Reporting, Documentation, and Networking
∎ Ensure all field teams are making appropriate records of their activities with beneficiaries (beneficiary assessment and follow-up forms, referral forms, donation certificates, etc.), and provide this information for data/monitoring purposes.
∎ Support proper reporting- Assist the team leaders to prepare reports as per HI and donor requirements, to ensure timely reporting on the Rehabilitation related data.
∎ Collect and document case study, lessons learned as per project needs.

Additional Requirements:
∎ Age at least 25 years
∎ At least 3 years field level experience.
∎ Capacity-building experience.
∎ Knowledge of disability and emergency issues in Bangladesh.
∎ Frameworks and mechanisms of international development cooperation and humanitarian assistance.
∎ Strategies for fighting exclusion and discrimination.
∎ The technical issues concerning his/her service sector, and the stakeholders and professionals in his/her service sector.
∎ Full knowledge of at least one profession in his/her sector.
∎ Producing written and oral institutional communication in English.
∎ Producing clear, concise, and responsible communication.
∎ Negotiating and managing problems and con?icts.
∎ Establishing clear frameworks, rules, and limits.
∎ Supporting and motivating a person or group.
∎ Adapting leadership to the group to lead it towards a shared objective.
∎ Planning the activities by setting clear, specific, and measurable objectives.
∎ Developing new resources or adapting existing resources.
∎ Assessing the impact/effects of the activities.
∎ Using capacity-building techniques with adults (training of adults).
∎ Strong teamwork approach.
∎ Availability to travel to remote areas.
∎ Ability to work under pressure and in a multicultural team environment.
∎ Proper knowledge of monitoring, reporting, and Documentation.
∎ Computer knowledge (MS office package- both in English and Bangla).
∎ Previous experience working in a remote community setting is an advantage.
∎ Have the capacity to maintain close relationships with partners, stakeholders, and clients.
∎ Knowledge of Rohingya or Chittagonian language a strong asset.
∎ Empathy.
∎ Resilience to stress and uncertainty.
