Job Context:
∎ HELVETAS is an international organization, operating in more than 30 countries in Africa, Asia, Latin America and Eastern Europe in the domains of water & infrastructure, environment & climate change, rural economy, skill development & education, and governance & peace. In Bangladesh, HELVETAS supports the development of rural livelihoods and local governance through direct support to agriculture and has demonstrated experience in improving access to drinking water as well as reduction of water induced risks, including flood, erosion, and salinity targeting the extreme poor and disadvantaged. HELVETAS, in partnership with People in Need (PIN), conducts emergency operations to respond to the Rohingya Refugee Crisis and is working in the sector of Protection in the camps of Kutupalong and Teknaf, Cox`s Bazar.
∎ Contract duration: Until December 2019

Job Responsibilities:
∎ Under direct supervision of Protection Coordinator the Senior Protection Officer is responsible for overseeing and direct implementation of the protection activities in Teknaf refugee camps. He/she ensures timely and quality delivery of the project activities- particularly Her Safety workshops- community-based health, safety and empowerment workshops, delivered through gender and age specific curricula, and other related activities of the specific project. He/she is responsible for intensive capacity building of community volunteers and regular monitoring of the project activities.

∎ He/she is responsible for intensive coordination and networking with relevant camp-level actors and stakeholders as well as representation of PIN on camp-level meetings and working groups. He/she has a profound knowledge of overall situation in the respective camp and is responsible for overall protection mainstreaming within other sectors on the camp-level. He/she is responsible for selected administrative and financial tasks related to her/his role, these are coordinated with finance and logistics officer and Programme Manager (PM) and ensured compliance with existing procedures and donor requirements.

∎ He/she acts as a camp-level focal point for overall coordination of the activities, ensures communication flow between rest of the camp-level staff and line manager, based in Cox's Bazar. Where relevant, he/she carries out and coordinates relevant logistics tasks needed for functioning of the field office, with support of the logistics officers and Country Director.
∎ Key tasks:
∎ Organizing and coordinating and monitoring the Community Protection Groups
∎ Coordination of implementation of community led small scale safety p[projects including relevant financial, administrative and M&E obligations
∎ Regular meetings and follow-up capacity building of Community Protection Volunteers, overall coordination of the CPV team including problem solving
∎ Coordination of community-led outreach activities
∎ Detailed mapping of camp-level services and existing actors, regular updates to camp services maps; active participation on agreed camp-level coordination and sector meetings
∎ Facilitating linkages of project participants to key camp stakeholders
∎ Monitoring of project activities to ensure adherence to PIN, donor, and humanitarian guidelines
∎ Proper archiving of relevant documentation in line with MEAL strategy
∎ Responsible for maintaining and proper archiving (hard- and softcopies) of necessary attendance sheets, distribution protocols, meeting minutes, monitoring reports and other documentation
∎ In cooperation with logistics and PM prepares activities-specific purchase and logistics request according to agreed procedures, and maintains corresponding financial and supporting documentation as instructed
∎ In cooperation with logistics officers, carries out and coordinates relevant logistics tasks needed for functioning of the field office
∎ Focal point for overall field office-related issues for PIN Cox's Bazar-based team as well as Teknaf partner organisations' staff
∎ Briefing and updates safety and security issues and protocols to Community Protection Volunteers, regular monitoring and inputs on security situation in the camps to other team members and PM/CD

Additional Requirements:
∎ Previous experience working with the refugee population in Cox's Bazar (essential)
∎ Experience working in leadership/management position (highly desired)
∎ Experience with Protection programs in particular (essential)
∎ Higher education (at least bachelor degree) in relevant field (essential)
∎ Proficiency in English (spoken and written) (essential)
∎ Fluent in Chittagong dialect (essential)
∎ Advanced computer skills- MS Office, Outlook (essential)
∎ High level communication and interpersonal skills (essential)
∎ Previous experience working for NGOs in similar position (essential)
∎ Knowledge on humanitarian principals and attitude to work in Refugee Camps (essential)
∎ Flexible, Able to multitask, team-spirit but also independent thinker
∎ Official national Bangladesh ID required, Tax Identification Number (TIN) will be required upon hiring
