Job Context:
∎ Team leader is managing one Handicap International (HI) multidisciplinary team. S/he is responsible to ensure all HI team activities with children, adolescents and adults are implemented smoothly and team(s) is well functioning to provide qualitative services to most vulnerable people, including people with disabilities and their caregivers.
∎ Main internal interfaces
∎ 1. Report to mobile unit project manager,
∎ 2. Functional linkage with Technical Unit and data management team
∎ 3. Supervise a mobile unit (rehabilitation officer and assistant, psychosocial officer, social worker, protection officer, community protection officer, sports therapy officer and volunteers).
∎ 4. Linkages with Human resource department, Logistic department, security focal, PSEA and CPP focal point
∎ Main external interfaces
∎ 1. Camp Coordination Camp Management related service providers working in Cox`s Bazar district.
∎ 2. Protection related service providers working in Cox`s Bazar district.
∎ 3. Basic needs service providers working in Cox`s Bazar district

Job Responsibilities:
∎ 1. Ensure the qualitative and timely implementation of HI services (protection, rehabilitation, MHPSS, basic wound care, recreational activities and external referrals) and follow the referral pathways in emergency situation, in collaboration and coordination with HI technical unit and relevant stakeholders
∎ Activities:
∎ Ensure that services (rehabilitation, MHPSS, protection) are reaching the most vulnerable people in respect with applicable quality standards (prioritization of cases, follow up, referrals, HI case management system with clear opening and closure of cases)
∎ Is responsible for activity planning and the identification of geographical and sectoral priorities , with the support of the mobile unit project manager.
∎ Is responsible for the logistic planning of daily activities (vehicles, stocks release request, site offices management). In the event of information/issue related to HI office (new available land, necessity to upgrade the facilities, need for equipment), he/she should immediately report to his/her line manager.
∎ Is responsible for the administrative planning of daily activities (donation certificate, travel request)
∎ Is responsible for gathering and consolidating the mapping of services at zone/area level and submit it to his/her line manager
∎ Close monitoring of activities to make sure they are in line with sectoral quality standards, HI and donor requirements.
∎ Make sure that team member is strictly maintaining confidentiality of their beneficiary.
∎ 2. Ensure a qualitative management of the team, including capacity building, positive and constructive Team work
∎ Activities:
∎ Organize the daily and weekly planning and objectives of his/her team issuing timely weekly planning and action plan to the team and his/her line manager
∎ Supervise closely and on a daily basis a mobile unit (about 7 staffs & volunteers) in the field
∎ Ensure the proper HR follow-up of his/her team (contract, leaves, training), in coordination with the mobile unit project manager and HR department
∎ Provide proper orientation and follow up to the team and the community worker/volunteers on protection issues in direct link with the technical unit, how to engage with beneficiaries, especially with children, adolescent and women, in line with HI and donor PSEA, child protection and other relevant policies
∎ 3. Support the monitoring and evaluation of activities, Reporting and Archiving
∎ Activities:
∎ Ensure and overlook the data collection from field and share with the technical unit (technical advisor, MEAL manager & data entry team on daily basis
∎ Orientate and follow up the team members on how to properly fill up, gather and archive all tools/assessment/format provided and guided by technical team to ensure qualitative services and timely data management.
∎ Engage in project monitoring and reporting by using HI tools and review the progress with the support of the mobile unit project manager and technical unit
∎ Ensure that team member are strictly following internal and external referral pathway, and record the referrals accordingly
∎ Develop tools in close collaboration with technical unit, orient and monitor their application by the team members.
∎ Collect and document case study, lessons learnt as per project needs and requested by the line manager, with the support of the technical unit
∎ 4. Participate to the internal and external coordination and external representation
∎ Activities:
∎ Is responsible for the internal coordination of the activities, in liaison with the other team leader and PM to make sure that they is no gaps/overlapping in HI response
∎ Is responsible for the external coordination of the activities at field level (camps and zone level) in liaison with the PM to make sure that they is no gaps/overlapping in the humanitarian response. He/she reports any gaps/overlapping to his/her line manager
∎ Establish networking with relevant stakeholders, represent HI in the camps and liaise with relevant stakeholders (Community leaders, CCCM, Health, Protection, etc.) to ensure that HI mandate, strategy and referral pathways are understood and disseminated
∎ In the event of a media visit to HI activities, immediately inform his/her line manager and the emergency coordinator. The country director is the only person allowed to discuss with media.
∎ Is the security focal point of his/her team and timely report security related information to his/her line manager

Additional Requirements:

∎ At least 2 years as a Protection officer (child protection, youth and women protection) in any reputed national or an international humanitarian NGO
∎ Excellent facilitation skills (facilitation of training, awareness session, communication with the community)

∎ Computer knowledge (MS office package- both in English and Bangla)
