Job Context:
∎ Since 2007, Handicap International (HI) has been providing support to the Rohingya refugees and host communities in the official refugee camps, makeshift camps, and host communities in Teknaf and Ukhiya, in Cox`s Bazar district. In order to respond to the current crisis, HI is implementing an emergency multi-sectoral response in the area through its mobile units, static rehabilitation teams, distributions and logistic platforms (Atlas Logistics).
∎ After a field assessment by HI`s logistics platform experts in Cox`s Bazar District in October 2017, and link with the logistics cluster, HI is setting up a comprehensive logistics platform project including 3 free services: transport in Cox`s Bazar District, a two storage and kitting areas in Unchiprang and Teknaf, for INGOs, LNGOs and UN agencies.
Job Responsibilities:
∎ Main Objective of the position:
∎ Under the direct supervision of Project Manager, the senior project officer will ensure the operational implementation of free storage services at logistics platform in Leda and Unchiprang and other potential storage platform.
∎ Key Responsibilities:
∎ Responsibility 1: Ensuring the operational implementation of the storage services
∎ Ensure "acceptance" of the project in the areas of intervention;
∎ Plan operations and the implementation of activities as outlined in the project proposal and in accordance with the distribution of roles;
∎ Planning and organization of platform activities of storage in accordance with partner organization's request.
∎ Ensure the quality of the storage services are maintained in terms of treatment of partner's services request and condition of stored cargos.
∎ Maintain the project activities database and update it regularly.
∎ Establish contacts and operational links with the local authorities and the humanitarian stakeholders in the project for the implementation of activities, and organise partnership agreements signature to this effect;
∎ Ensure the traceability and donor accountability of your project and the correct use of tools approved by the logistics support service.
∎ In collaboration with the Project Manager, participate to supervise the project's monitoring and evaluation in conformity with existing tools and operating frameworks;
∎ Help to ensure the administrative follow-up and monitoring of the activity using the operational management documents and tools;
∎ Evaluate needs for staffing, equipment and materials
∎ Keep up-to-date with developments in the context, especially with regard to humanitarian intervention priorities and accessibility
∎ Address in timely manner any logistical requirements of the project in coordination with Project Manager and logistics department.
∎ Responsibility 2: Managing the operational team
∎ Ensure collaboration between two storage platform and atlas transportation team in Ukhiya
∎ Manage Atlas entire storage team.
∎ Participate in team meetings led by the PM. In absence of the PM, lead the team meetings.
∎ Conduct regular appraisal for the staff under his responsibility in collaboration with the PM.
∎ Develop with team their actions plans and establish their objectives
∎ Ensuring your teams understand and apply HI's internal regulations and institutional policies
∎ Responsibility 3: Producing regular activity reports and capitalising on experience
∎ Produce regular activity reports for your line-manager
∎ Help produce donor reports
∎ Produce a handover report at the end of your mission to help your successor get to grips with the job.
∎ Database follow-up and maintain regular archives of the project activities
∎ Responsibility 4: Participating in the management of security on the intervention sites, in collaboration with the Project Manager and Field Coordinator
∎ Ensure the security of the buildings and of the goods stored
∎ Ensure that the security procedures put in place are respected by the team
∎ Ensure that the security plan/framework is respected by staff and partners.
∎ Notifies its line manager of any security breaches.
∎ DURATION OF THE CONTRACT: 02 February 2020 to 30 June 2020
∎ REPORT TO: Atlas Project Manager (or Deputy Project Manager if any)
