∎ QUALIFICATIONS AND EXPERIENCE:
∎ Academic: Bachelor degree, preferably in Management/ Social Sciences or relevant discipline.
∎ Additional professional certificates: Certificates in relevant field will be an added advantage.
∎ Working Experience: At least 4 years’ experience in logistics & admin, preferably in providing programme support in NGOs. Excellent understanding on office administration, logistics and secretarial functions. Experiences in office management and support related activities. experience with USAID funding is a plus.
∎ Job related knowledge: Knowledge of programme procedures and processes. Up-to-date administrative, NGOAB, knowledge and experience.

Responsibilities & Context:
∎ The influx of 700,000 Rohingya refugees in 2017 in Cox's Bazar, coupled with the large increase in humanitarian assistance, has created or exacerbated social and economic challenges for host and impacted communities in a region prone to natural disasters. The situation further deteriorated due to intensifying inflation, depressing local wages, and distorting market systems. Access to jobs, finance, drinking water, and government services have all been strained due to the crisis, in addition to depletion of natural resources, groundwater and forests. This ongoing situation poses significant challenges for the communities directly responsible for hosting the refugee camps, but can also be felt in the region surrounding the Rohingya camps. The resulting social tensions and growing resentment among the host community towards Rohingya amplify the complexity.
∎ The entire Chittagong Hill Tracks (CHT) and Cox’s Bazar region – ecologically critical in nature – are also emerged as a climate-disaster hotspot. Erratic rainfall, seasonal and flash floods, tidal surges, cyclones, landslides, and droughts, continuously resulting loss of crops, houses, and lives. To address these issues, United States Agency for International Development (USAID) in Bangladesh has initiated the ‘Host and Impacted Community Resilience Activity (HICRA)’ program, targeting host and impacted communities in Cox’s Bazar, and the Chittagong Hill Tracts districts. The program aims to enhance well-being and resilience through interventions in economic growth, livelihoods, natural resources management, WASH (with a focus on safe drinking water), DRR and eventually achieving ultra poor graduation by the program participants.
∎ HICRA program – the largest localization initiative supported by USAID in Bangladesh – is managed by Friends In Village Development Bangladesh (FIVDB) led consortium with DevWorks International, Helen Keller International, Christian Aid, International Initiative for Impact Evaluation and Nature Conservation Management (NACOM) as technical partners, and ASHIKA Development Associates, ANANDO, Bolipara Nari Kaylan Somity (BNKS) as implementing partners, following locally-led development approach. HICRA is expected to capacitate consortium NGOs with more resources for innovation and growth, through promoting collaboration, coalition-building, and advocacy at various levels.
∎ ROLE PURPOSE:
∎ This senior PSO position is Dhaka-based and is mainly responsible for providing efficient secretarial, administrative, including logistics and vehicles support, budget and overall programme operations supports to the COP, other HICRA staff of Dhaka and field offices’ supports to the USAID-funded HICRA project. Major responsibilities include establishing and maintaining office systems, filing of documents, recording of important programme operations’ meeting notes/minutes, programme’s backstopping, field offices, consultants’ tacking, consultants’ supports, events management, International Staff visits’ management, local and international staff travel and calendars and external representations. Supporting the HICRA Management on all NGO Affairs’ Bureau requirements, such as, FD-6, FD-2, FD-3, FD9 and SB/NSI etc specially to physical follow up.
∎ KEY AREAS OF ACCOUNTABILITY:
∎ Key Area 1: Support to Finance Services
∎ 1.1. Checking of travel claims of HICRA programme staff and invoices for events against receipts and budgets;
∎ 1.2. Pay out travel and per diem expenses to partners for organized events/meetings and check the receipts.
∎ Key Area 2: Support to Programme Services
∎ 2.1. Organize and coordinate workshops, training and meeting-prepare budget, organize venue, send invitations, and provide logistic support during the workshop.
∎ 2.2. Provide support to consultants and staff, including travel arrangements, vehicle arrangement, hotel booking, paper work for passports/visa, internet modem and laptop, etc.
∎ Key Area 4: Support to Admin and Secretarial Services
∎ 3.1. Assist COP in managing work schedule/meeting schedules; to a limited degree, make telephone appointments and provide secretarial support.
∎ 3.2. Develop, maintain and update hard copy filing system for project; locate and provide documents as needed.
∎ Key Area 5: NGOAB and other GOB Offices
∎ 4.1. Ensure supports on the NGO Bureau requirements of HICRA project specially FD6, FD2, FD3, FD9
∎ 4.2. Ensure support to issue work permit for COP from relevant ministry and agency (Immigration, SB, NSI etc)
