Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, build capacities of local stakeholders, and reduce the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, Sitakindu, and Cox`s Bazar district through 4 project offices (Kurigram, Sitakundu, Ukhiya, and Teknaf) and 2 coordination offices( Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education and Atlas Logistic
∎ Number of staffs: Around 283 National staff and 9 international staff
∎ HI is currently looking for a Senior Officer- Government Compliances for its Compliance Department. the Senior Officer- Govt. Compliance serves as direct contact to all relevant government bodies with regards to legal and regulatory requirements for NGO operations in the District. S/he contributes to HI operations in Cox’s Bazar District by ensuring approval of ongoing and new projects by relevant local authorities and timely submission of requested reports and other documentation. He facilitates exchanges of relevant information between HI operations teams and external government stakeholders in Cox’s Bazar and provides advisory services concerning project regulation in the area of operations.
∎ Job Location: Cox`s Bazar with frequent travel across field location of Cox’s Bazar district
∎ Line Manager: Country Compliance Manager – Dhaka
∎ Type of Contract: Fixed-term
∎ Duration of the Contract: From as early as possible to 31 July 2022 with the possibility of extension.

Job Responsibilities:
∎ 1. Government Liaison and Coordination
∎ Develop, maintain, and intensify contacts with relevant government institutions and authorities, representatives of other NGOs, civil society organizations, and resource persons to facilitate access to legal and regulatory information for NGOs;
∎ Contribute to building a knowledge base for legal and regulatory context for NGOs through liaison with government agencies and facilitating exchange with NGOs;
∎ Link regularly with relevant focal points in Government to maintain constructive working relations;
∎ Participate in monthly DC and UNO meetings in Cox, Ukhyia, and Teknaf and provide necessary reports/meeting minutes when required.
∎ Support the Area Manager, Deputy Area Managers, Project Managers in presenting new projects to relevant local authorities with the facilitation of external kick-off meetings and obtaining CICs approvals for project activities through bilateral meetings.
∎ 2. Reporting and Administration
∎ In close collaboration with the Area Manager, Field Coordinator, and Deputy Area Manager – Teknaf and Ukhiya, coordinate the elaboration and ensure the timely submission of the monthly reports at camp (CiC) level and Upazila levels (UNO).
∎ In close collaboration with the relevant Project Managers, FC, and Deputy Area Managers, Country Compliance Manager in Dhaka coordinate the elaboration of new FD7/FD6 applications and ensure timely submission and queries follow up.
∎ In close collaboration with Country Compliance Manager in Dhaka, ensure immigration and visa follow-up support to be provided to international personnel.
∎ In close collaboration with the relevant Project Managers, FC, and Deputy Area Managers, coordinate the elaboration of the FD7 narrative reports and ensure timely submission to the Country Compliance Manager in Dhaka
∎ In close collaboration with the relevant Project Managers, FC and Deputy Area Managers coordinate the elaboration of the annual project narrative reports and ensure timely submission to RRRC/DC/UNO.
∎ Support the logistic department in obtaining the RRRC vehicles stickers and other requested documents/processes related to transport approval in the District
∎ Support the HR department in obtaining the RRRC approved staff ID cards (National staff) and Camps Pass (International staff)
∎ 3. Advisory
∎ Contribute to data collection, contextual and political analysis, and advocacy regarding the regulatory environment and impact on NGOs;
∎ Contribute to taking council and advising about the issues and policy concerning the respective fields;
∎ Contribute to establishment and maintenance of up-to-date contacts and regulations (government circulars etc.) databases
∎ Provide advice and guidance to the Project Team concerning legal and regulatory requirements for NGO operations under the Government of Bangladesh;
∎ Contribute to ensuring that lessons learned and proposed corrective actions, adaptations, and innovations regarding NGO operational environment are documented for knowledge preservation;
∎ Participate in Cox Coordination meetings to provide updates and guidance concerning regulatory requirements. Accordingly, share the meeting updates with the Line Manager and implement meeting actions.
∎ 4. Local Media monitoring/watch
∎ Regularly visit local media websites and active social media profiles and report any post/article that is either relaying false information or could damage the HI’s reputation or constitutes a breach of confidentiality.
∎ Submit a Media Monitoring Report to Country Compliance Manager at end of every month.
∎ Conduct regular meetings/training to HI staff concerning social media management as per the guidance set from the Country Management.
∎ 5. Security Management
∎ As security focal points in Cox’s Bazar and close collaboration with AM, FC, and DAM, contribute to monitor and analyze the security situation in Cox’s Bazar and provide timely and relevant information to the HI Senior Management team.
∎ Actively contribute to the development and revision of risk mitigation matrices in the projects implemented in Cox’s Bazar District.
