Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors in order to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, building capacities of local stakeholders, and reducing the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, Sitakindu, and Cox`s Bazar district through 4 project offices (Kurigram, Sitakundu, Ukhiya, and Teknaf) and 2 coordination offices( Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education and Atlas Logistic.
∎ The Rohingya community is dependent on humanitarian aid to meet their basic needs, particularly in the Nutrition, Food Security, Health, and Shelter sectors. Hence the logistics sector (under which, the transport platform fall) is a key component of this chain to ensure a timely, proper, and efficient delivery of this aid and all other essential services implemented by humanitarian partners. In 2018, an average of 144 NGOs were providing humanitarian assistance to the 34 Rohingya camps (of which, two are the big registered camps of Kutupalong and Nayapara). Through its brand of ATLAS logistique, HI is facilitating transport services to support other humanitarian actors in their interventions to ensure the quality of the transportation and the reduction of associated risks. HI/AL also provides capacity-building activities to strengthen the supply chain skills of the humanitarian stakeholders ( partners, drivers, suppliers, daily workers).

∎ HI is currently looking for a Senior Officer-Transport for its Atlas Logistics Team. Under the supervision of Project Manager - Atlas, the Senior Officer - Atlas Transport mandate is to implement and deploy all the Atlas transport activities in Cox’s Bazar area.

Job Responsibilities:
∎ Responsibility 1: Ensuring the operational implementation of HI/AL transport services
∎ Activities :
∎ 1. Planning the operations and the implementation of activities, in accordance with NGO's requests (the non-exhaustive list includes the planning of the transportation activities)
∎ 2. Participating in the development of new services in line with the orientations given by Atlas Project Manager
∎ 3. Ensuring that the operational implementation of the project
∎ 4. Evaluating the response and the quality of HI/AL transport services
∎ 5. Implementing continuous actions to improve the quality of service
∎ 6. Designing and improving tools and documents on transport activities for knowledge capitalization purposes
∎ 7. Ensuring operational plan on regular basis and accomplishing the plan accordingly
∎ 8. Participating in security management
∎ 9. With the operational team, ensure the team archive the different folder by setting up training and use of operational documents (SRF, Waybill, Truck Check, etc.)
∎ 10. Ensuring the good accountability of process documents and ensuring the accuracy of information.
∎ 11. Preparing the incident report for any kind of unusual incidents.
∎ 12. Analyzing and organizing the distribution of goods in terms of transport (weigh, volumes, destinations);
∎ 13. Developing the work schedule of the loadmasters and conveyors;
∎ 14. Following up the progress of convoys/transport with the rolling personnel/crew(driver/captain/conveyor); anticipating the delivery time of carriers and coordinating with partners to ensure that unloading works best for both carrier and partner.
∎ 15. Participating in securing the transport operation from loading to final delivery.
∎ Responsibility 2: Managing HI/AL operational team
∎ Activities :
∎ 1. Supervising your Atlas Logistics team (conveyors ) and coaching Transport assistant
∎ 2. (Co) Facilitating training related to transport activities (drivers, fleet management) in collaboration with Atlas Capacity Building Senior Officer
∎ 3. Making regular field visits to guarantee the quality of HI/AL services
∎ 4. Providing temporary cover for posts according to established terms of reference
∎ 5. Participating in good communication and coordination within the transport team
∎ 6. Ensuring your teams understand and apply HI's internal regulations and institutional policies (ante-corruption, PSEA, Child protection, security, gender)
∎ 7. Supervising attendance for daily based workers (Conveyors)
∎ 8. Verifying the conformity of transport documents, transport request, packing list, manifest, upon their return, before forwarding those to the Atlas Admin Operator for archiving.
∎ Responsibility 3: Communicating and reporting
∎ Activities :
∎ 1. Producing regular internal activity reports
∎ 2. Attending Ukhiya base coordination meetings, and diffusing relevant information
∎ 3. Being the focal point for transport partners, and ensuring the communication is in line with HI/AL strategy
∎ 4. Ensuring the regular update of the operational database and other monitoring tools

Additional Requirements:
∎ Age at least 25 years
