Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, building capacities of local stakeholders, and reducing the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, Sitakindu, and Cox`s Bazar district through 4 project offices (Kurigram, Sitakundu, Ukhiya, and Teknaf) and 2 coordination offices( Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education and Atlas Logistic.
∎ The Rohingya community is dependent on humanitarian aid to meet their basic needs, particularly in the Nutrition, Food Security, Health, and Shelter sectors. Hence the logistics sector (under which, the transport platform fall) is a key component of this chain to ensure a timely, proper, and efficient delivery of this aid and all other essential services implemented by humanitarian partners. In 2018, an average of 144 NGOs were providing humanitarian assistance to the 34 Rohingya camps (of which, two are the big registered camps of Kutupalong and Nayapara). Through its brand of ATLAS logistique, HI is facilitating transport services to support other humanitarian actors in their interventions to ensure the quality of the transportation and the reduction of associated risks. HI/AL also provides capacity-building activities to strengthen the supply chain skills of the humanitarian stakeholders ( partners, drivers, suppliers, daily workers).

∎ HI is currently looking for a Senior Officer - Atlas Capacity Building for its ATLAS Logistics Team. Under the supervision of Senior Project Manager - Atlas, the Senior Officer Atlas Capacity Building mandate is to implement and deploy all the Atlas training to the humanitarian stakeholders ( NGOs partners, drivers, conveyors, suppliers, daily workers) in Cox`s Bazar area.

∎ Duration of the Contract: As early as possible to 30 September 2022 with the possibility of extension of the contract.

Job Responsibilities:
∎ Responsibility 1: Plan and analyze HI/AL capacity building program
∎ Activities :
∎ 1. Identify and analyze the humanitarian stakeholders' needs in terms of capacity building (related to supply chain)
∎ 2. Coordinate and implement HI/AL's capacity-building program in adequation with donor's targets.
∎ 3. Create, review/improve and make available training supports
∎ Responsibility 2: Manage HI/AL capacity building activities
∎ Activities :
∎ 1. Organize the training: determine and share a monthly plan with humanitarian stakeholders, raise adequate PSRs, find external facilitators if needed, communicate with participants and Log Sector.
∎ 2. Facilitate or co-facilitate all the training.
∎ 3. Provide feedback and guidance to HI/AL colleagues for capacity-building tasks, in collaboration with ATLAS Project Manager.
∎ 4. Ensure the involvement of internal and external facilitators for the capacity building program
∎ Responsibility 3: Monitor HI/AL capacity building activities
∎ Activities :
∎ 1. Ensure that HI's standards, policies, processes, and tools are respected and applied for HI/AL capacity building program
∎ 2. Ensure data collection and analysis for HI/AL capacity building program
∎ 3. Create or review a tool to ensure proper data collection and program monitoring in adequation with log frame indicators.
∎ 4. Evaluate HI/AL training and the impact on them for all humanitarian stakeholders.
∎ 5. Monitor HI/AL partners satisfaction for capacity building
∎ 6. Maintain capacity-building archives in adequation with HI standard.
∎ Responsibility 4: Representation and coordination
∎ Activities :
∎ 1. Represent HI/AL during training managed by other partners (if needed)
∎ 2. Be Log Sector focal point for capacity building activities and attend related meetings

Additional Requirements:
∎ Age at least 25 years
∎ *The position is contingent upon confirmation of funding*
∎ At least 2-3 years of experience in the capacity-building/learning/training and development
∎ At least 2-3 years of experience in Supply Chain Management/Logistics in a humanitarian context is more preferable
∎ Knowledge in capacity-building/learning/training and development system/methodology/module & material development
∎ Knowledge in training facilitation /arrangement & coordination/follow up/development measurement for Staff/Employees/People is a strong asset
∎ Knowledge is developing resourceful, attractive & creative training content/module/material/presentation
∎ Knowledge of HI’s vision, mandate, values, and strategy
∎ Knowledge in humanitarian cycle project
∎ Bangla and English proficiency
∎ Strong analytical skills and ability to use MS EXCEL and MS POWERPOINT Training facilitation and management
