Purpose: The Senior Movement Operations Manager is responsible for the day-to-day management and effective delivery of operational functions for the Assisted Passage Program (APP). The role oversees the implementation of systems and processes across Movement Operations, Supply Chain, Safety and Security, IT, and administrative support, ensuring that operational services are responsive, compliant, and aligned with program needs.Reporting to the APP Team Lead the Senior Manager translates strategic direction into actionable operational plans, supervises operational staff, and ensures consistent execution of activities across APP locations.
Major Responsibilities
Operational Leadership & Implementation
Lead the day-to-day management of APP movement operational functions, ensuring timely and efficient delivery of services.
Translate operational strategies and guidance into clear implementation plans and workflows.
Supervise and support operational staff, ensuring clarity of roles, performance management, and capacity building.
Monitor operational performance, identify gaps, and implement corrective actions in coordination with the APP Team Lead and Deputy Team Lead.
Cross-Functional Coordination
Serve as the primary focal point for operational coordination across Programming, Government Liaison, Safety & Access, and Supply Chain teams.
Ensure effective communication and alignment of operational activities across Ukhiya, Cox’s Bazar, and Dhaka.
Proactively resolve day-to-day coordination challenges and escalate complex issues as needed.
Movement Operations Management
Lead and oversee movement operations for the program, ensuring safe, timely, and efficient implementation of refugee movements.
Directly supervise Movement Operations staff, providing day-to-day management, guidance, and performance oversight.
Plan and coordinate movement activities, including scheduling, transport arrangements, and required permissions for land and air travel.
Ensure adherence to safety protocols and support implementation of contingency measures.
Identify and address operational challenges affecting movement timelines and quality.
Logistics and Supply Chain Oversight
Oversee logistics planning and execution for trainings, events, and refugee movements.
Ensure procurement and supply chain processes are implemented in line with IRC policies and program timelines
Coordinate with supply chain, fleet and asset management to ensure efficient utilization and compliance.
Government Liaison Support
In coordination with central Government Liaison teams:Support the preparation and submission of exit permits, movement documentation, and required reporting.
Track progress and ensure timely follow-up with relevant stakeholders.
Ensure documentation is complete, accurate, and aligned with regulatory requirements.
Reporting & Information Management
Oversee the maintenance of operational trackers and ensure data accuracy and completeness.
Consolidate operational updates and contribute to internal and donor reporting.
Provide regular briefings on operational status, risks, and priorities.
Compliance & Risk Management
Ensure full compliance with IRC policies, donor requirements, and applicable regulations.
Monitor operational risks and support mitigation measures, including contingency planning.
Promote adherence to safeguarding, safety and security, and ethical standards across teams.

Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC [team/office]
Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.
