Job Context:
∎ JOB PURPOSE: The Senior Manager, Gender & Safeguarding with a mandate for the prevention and response to ethical violations including fraud, corruption and all forms of harassment, exploitation and abuse.The position will be a member of the Gender and Safeguarding team, providing expertise and guidance to Pooled Fund Project principally in the Local and National NGO’s, Rohingya Community, Donor’s in Safeguarding prevention and response in accordance with CRS policy and procedures and industry best practice. The position will focus on capacity building for the program and support teams plus partners to ensure gender mainstreaming in the project and provide gender related reports for internal and external stakeholders.

This position will therefore be responsible for supporting Cox’s Bazar to institutionalise our Safeguarding commitments across programms and operations. The position will work closely with the Head of Pool Fund.
∎ SAFEGUARDING RESPONSIBILITIES:
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Job Responsibilities:
∎ Strategy:
∎ Take lead in development, management, and implementation of gender-focused and gender integration activities for all project components.
∎ Take lead in capacity development in the M&E/Management Information System (MIS) of national and local NGOs which would include a collection of sex, age and disability disaggregated data and periodic evaluation/assessment to ensure the reach of project participants including women, men and gender diverse people.
∎ Build and promote internal capabilities and collaboration in mainstreaming gender within Pooled Fund Projects with the support of the Gender Focal Points,
∎ Take lead in capacity building of project staff and stakeholders in consolidating, validating and analyzing of data disaggregated by sex, age and other diversities.
∎ Prepare and disseminate gender assessment data at appropriate national and local forums.
∎ Develop and maintain positive strategic working relations with a wide network of partners, including Government, partners, NGOs.
∎ Support Implementing Partners in establishing their own safeguarding standards to ensure compliance
∎ Support resource mobilization efforts for Pooled Fund project and ensure that gender is effectively mainstreamed in project full cycle.
∎ Advocate with donors and other partners including governments for support of gender related activities including gender mainstreaming in respective project delivery.
∎ Promote knowledge sharing, documentation and dissemination of good practices on gender equality, women’s empowerment and rights, motivate, and engage peers to share ideas and engage with the Gender Agenda.
∎ Provide analysis and strategic advice at country office on current gender issues, opportunities and gender upcoming events
∎ Prepare quality and timely donor reports as per the Pooled Fund and donor reporting requirements.
∎ Provide support to design mitigating and corrective measures, including incorporating safeguarding protocols into programs and operations
∎ Promote institutionalization to influence workplace culture and prioritize project commitment to Safeguarding
∎ Lead on the review of any new proposal or project revision document to ensure safeguarding considerations are included
∎ Support the establishment of complaint response mechanisms and reporting processes to ensure safe, confidential and accessible channels are available for safeguarding Trainings.
∎ Coordination
∎ Coordinate to improve the overall safeguarding of Pooled fund operations/ functions Coordinate with donors and other partners including governments to support gender related activities including gender mainstreaming in respective project delivery.
∎ Liaison with programme colleagues to undertake Safeguarding risk assessments activities
∎ Liaison with the donor/affiliates regarding any clarifications on gender & safeguarding specific reporting and informs teams accordingly; additionally update regularly the tracking systems.
∎ Participation in key programme design meetings and kick-off workshops to facilitate inclusion of risks, planning and strategy with regard to Safeguarding
∎ Facilitate monthly/quarterly meetings’ with diverse stakeholders, takes notes, and follows up to ensure completion.
∎ Facilitate close-out meeting/s and actions.
∎ Communicate with affiliates regarding gender-related issues that require escalation.
∎ Provide a work environment where women and men must be evaluated and promoted based on their skills and performance
∎ Proactively analyse issues and resolves them through collaboration with other teams.
∎ Compliance :
∎ Actively engage with the Head of Pooled Fund on complex Safeguarding and Gender compliance issues.
∎ Support adherence to complex donor compliance requirements across the pooled fund.
∎ Proactively support the identification of compliance risks, advises on the necessary measures, and thus supports risk management.
∎ Support the donor contract review process by reviewing contracts with a compliance lens.
∎ Support teams across the pooled fund and work directly with partners on training, policies and reporting mechanisms
∎ Proactively support relevant teams, identify, map and regularly update local support services
∎ Analysis
∎ Understand safeguarding champion policies and accompanying policy guidance support materials and assist in promoting the prevention of sexual misconduct, sexual exploitation and abuse (SEA)
∎ Support peer local partners to mainstream protection in all stages
∎ Develop and deliver trainings for staff on protection monitoring and implementation of projects that contribute to protection outcomes for communities in alignment with their priorities
∎ Foster an environment that supports values of women and men, and equal access to information.
∎ Respect beneficiaries’ women, men, boys and girls regardless of gender, sex orientation, disability, religion, race, colour, ancestry, national origin, age or marital status, Value and respect all cultures.
∎ Portfolio Management:
∎ Provide technical assistance to strengthen protection and safeguarding practices throughout the life cycle of the project.
∎ Lead regular safeguarding reviews and practices
∎ Provide regular management information to the Head of Pooled Fund on the performance of the active portfolio (Key Performance Indicators).
∎ Identify issues in active safeguarding and apply problem-solving skills to resolve these.
∎ Support the pooled fund team to develop action plans to address issues highlighted by safeguarding indicators and implement those actions.
∎ Capacity Building:
∎ Building project level community of practice (CoP) for safeguarding and protection to coordinate learning about protection and safeguarding throughout the project lifecycle, as applicable.
∎ Encourage professional development among the gender and safeguarding management team.
∎ Develop training materials and carries out training of staff.
∎ Systems:
∎ Maintain safeguarding files following the Pooled Fund structure.
∎ Act as the lead on the pooled fund safeguarding management system, its reporting functions and ensure adherence to system guidelines
∎ Develop expert knowledge on safeguarding management system & dashboard functionality, maintain up-to-date files and use those files for decision making.
Additional Requirements:
∎ Strong analytical and writing skills in implementing safeguarding policies and practices related to staff and/or implementing partners.
∎ Fluent communication (written and spoken) in Bangla and English
∎ Good to have typing skills in Bangla.
∎ Knowledge of international standards of safeguarding and best practices.
∎ Knowledge of the requirements of major institutional donor/s, including budgeting, eligibility issues, compliance management, and reporting; experience in engaging with donor/s at a strategic level.
∎ Knowledge of the context in Bangladesh, preferably within the Rohingya Crisis
∎ Provide oversight and direction to staff by using effective interpersonal and communication skills; influence others both within and outside of functional areas of responsibility
∎ Strong attention to detail, problem-solving skills, and ability to analyse trends.
∎ High proficiency with computers, particularly Google Suite, MS Office, net browsing, financial systems, and Cloud Computing (Google Drive / Dropbox).
∎ Patient, adaptable, innovative, able to improvise, and has the competency to communicate clearly and effectively under pressure.
∎ A strong team player who is willing to support colleagues.
∎ Ability to manage multiple assignments within tight deadlines.
