Job Responsibilities:
∎ As a member of the Orbis International, Bangladesh Country Office, Senior Monitoring & Evaluation Manager will provide subject matter expertise and guidance, training, and technical support to program team in Bangladesh. The Senior Monitoring and Evaluation Manager will ensure Orbis Nine Project Phases to comply with compliance and accountability at multiple levels. He/she will lead the development of project specific M&E systems which include logical frameworks, performance monitoring plan etc. During project initiation, he/she will guide development of data collection tools and participate in baseline data collection. He/she will work with the country Project Managers to set data-driven targets of the project and conducting/overseeing special assessments, such as Rapid Data Integrity Assessments.

∎ He/she will play a key role in helping to ensure the integrity and quality of quantitative data systems.
∎
∎ The Senior M&E Manager will help Global M&E team and Country team to develop standards, methods, and tools for further improvement of Orbis monitoring and quality assurance system.
∎ Support projects in the development and implementation of M&E systems and plans including Theory of Change, Theory of Action, Outcome Mapping, logical framework, performance monitoring plan, M&E operational plan, data collection and reporting tools and routine monitoring systems.
∎ Engage in the design and implementation of special assessments (e.g. needs/baseline assessments), surveys, formative and operational research.
∎ Support project staff and partners to use data effectively for decision-making.
∎ Ensure using Orbis project planning and management tool (Indidata) for all projects and building quarterly progress reports in Indicata.
∎ Monitor the quality and completeness of project data using Data Quality Assessment (DQA) tools for documenting project performance and solving data issues if and when they arise.
∎ Provide M&E capacity development (mentorship, trainings) to Orbis program managers and project coordinators.
∎ Closely work with program managers, project coordinators and other team members in the preparation of quarterly progress reports, donor reports and other monitoring and evaluation reports.
∎ Engage with communications and program staff in developing communications materials for publication dissemination.
∎ Contribute M&E sections of project proposals and review process
∎ Assist program team in developing project work plans including target setting, country M&E framework and monitoring plan
∎ Represent Orbis at national, regional and global meetings as relevant as required
∎ Carry out other M&E related tasks requested by supervisor in Bangladesh and by Director-Monitoring and Evaluation, Orbis International.
∎ Supervise and guide Senior Project Officer-Technology and MIS to establish and strengthen digital data management and reporting systems as well as trouble shooting of software.
∎ Support Country team for partnership assessment and Detailed Implementation Planning (DIP) and POP development for all projects
∎ Play lead role in Indicata and quarterly reporting and monthly report to Country Office
∎ Extend support to Program team for timely report submission to donors
Additional Requirements:
∎ Minimum of 10 years' experience as a full-time M&E professional for international NGOs.
∎ Sound knowledge of M&E frameworks, theory of change, logical framework, experienced in developing project M&E plans, including performance monitoring plans, selecting and developing performance indicators, and target setting;
∎ Experienced in developing data collection tools to capture the project results and data of research studies that include survey questionnaires, in-depth interview, and focus group discussion guides
∎ Solid understanding and experience in quality data assessment especially in health care facility/hospital settings
∎ Experienced in designing and managing evaluations, surveys, operational research and other types of assessments, preferably in the field of eye health
∎ Excellent written and oral communication skills, including the ability to develop and present data to a wide range of audiences
∎ Ability to diverse portfolio of projects and side-projects
∎ Demonstrated proactive team-player who is also able to work independently S
∎ Comfortable with multi-tasking, able to set priorities and meet deadlines
∎ Sound knowledge and experience in MS Excel and other statistical software for data management and analysis.
∎ Excellent in-person and virtual interpersonal skills
∎ Ability to travel up to 45% of the time
Salary:
∎ Salary will be BDT 1,50,000 to 2,00,000 per month.
